On the morning of July 10, with a high approval rate, the Hanoi People's Council approved the list of 150 land plots expected to implement pilot projects in the city according to Resolution No. 171/2024/QH15 of the National Assembly dated November 30, 2024 (phase 2).
The Hanoi People's Committee said that the process of reviewing, synthesizing and making a list of land plots planned for the pilot project was carried out on the basis of current legal regulations and specific instructions from Resolution 171 of the National Assembly . Through the process of evaluation, editing and supplementation, the final list submitted to the City People's Council included 150 land plots with a total area of 690.04 hectares, instead of 155 land plots as initially proposed.
According to the audit report of the Economic - Budget Committee of the City People's Council, 5 land plots have been removed from the list. Of these, 3 land plots have not fully met the conditions of documents, legality and selection criteria, including: Five Star Ha Dong Commercial, Office and Housing Complex Project; Housing project for senior leaders of the Central Party Committee; Xuan Thanh housing project.

In addition, 2 land plots were eliminated due to overlapping with the list of 148 projects approved at the previous meeting, including: Harizon Land Hoang Mai Residential Area and Hoang Mai Residential Area.
The appraisal agency also pointed out a number of issues that need to be clarified by the City People's Committee in the next implementation process, such as updating and supplementing the legal basis for land plots with security and defense factors; reviewing the selection criteria for some proposed overlapping land plots; ensuring consistency between the dossier and the field.
The City People's Council emphasized that the approval of the list is only the first step in the implementation process. The next responsibility belongs to the City People's Committee, with the requirement to take full responsibility for the accuracy of the records, documents, actual status, as well as the planning and legal compliance of each project. Any land in the list can only be implemented when it fully meets the conditions prescribed by the law on land, investment, housing, construction, planning and other relevant regulations.
The People's Council also requested that authorities at all levels during the implementation process must ensure publicity and transparency, strictly handle any violations if they arise, and promptly resolve problems, not allowing complicated complaints and petitions to arise that affect social order. The focus is on ensuring a reasonable population capacity, in line with the adjustment of the capital's general planning under the direction of the Prime Minister.
Resolution 171/2024/QH15 of the National Assembly is a special legal basis, giving Hanoi the pilot authority to proactively approve certain types of projects according to the agreed list without having to wait for the opinions of some central ministries and branches as before. This aims to shorten the investment approval process, improve the business environment, and reduce administrative pressure at the central level.
If implemented effectively, the lands in the list will be the premise to attract new investment capital, create land funds for housing projects, infrastructure, public services, and projects with high spillover effects such as education, healthcare, culture, etc.
At the meeting, the leaders of the City People's Council said that the implementation of the list of pilot land plots needs to be accompanied by a strict inspection and supervision mechanism, ensuring that every step from selecting investors to actual implementation complies with the law. In the context of large cities such as Hanoi being under pressure from population growth and infrastructure stress, the problem of effective land use, in accordance with planning and development goals, becomes more urgent.
