Many difficulties and challenges

Regarding information on the prevention and fight against counterfeit goods in Hanoi in the first 5 months of the year, Deputy Director of the Hanoi Department of Industry and Trade Nguyen Kieu Oanh said that the situation of production and trade of counterfeit goods, infringement of intellectual property rights, and goods of unknown origin... continues to be complicated.

Activities that take advantage of e-commerce to produce, trade, and transport prohibited goods, smuggled goods, goods of unknown origin, counterfeit goods, poor quality goods, and goods that infringe upon intellectual property rights... are on the rise.

In the first 5 months of the year, the functional forces of the City Steering Committee 389 inspected 9,587 cases, handled 8,770 violations of smuggling, trade fraud and counterfeit goods (of which 107 cases were prosecuted with 163 defendants), and collected more than 2 trillion VND for the state budget.

However, violators are tightly organized, over large areas, inter-provincial, inter-line; frequently changing methods, taking advantage of modern technology, social networks to conceal violations, causing difficulties for authorities in investigating, verifying, fighting, preventing, and handling. Coordination and information sharing between forces is sometimes not timely and synchronous.

Vice Chairman of Gia Lam District People's Committee Duong Viet Cuong informed that after inspection, business households at Ninh Hiep market were very confused because of incomplete documents and business licenses. Therefore, in addition to inspection and handling, the authorities also guided households to complete documents and certificates. From May 15 to now, the district has processed 250 business registration applications every day.

Regarding solutions, Hanoi City Steering Committee 389 proposed to promptly amend and supplement current legal documents, including national technical regulations and national standards for food, creating a clear legal basis for businesses to self-declare products, while at the same time, helping authorities have a basis to inspect and monitor the quality of products circulating on the market.

In addition, ministries and branches should consider and supplement human resources, equipment, materials and apply science and technology to quality assessment organizations, laboratories, testing centers, etc.; supplement specialized evidence warehouses with storage conditions suitable for the specific characteristics of seized goods such as food, cosmetics, electronic equipment, etc.

Prevention is key

Director of Hanoi Department of Industry and Trade Vo Nguyen Phong said that Hanoi city's viewpoint is "prevention is fundamental - treatment is decisive". According to this motto, units propagate and mobilize people to raise awareness, not participate, not assist and actively denounce violations.

In addition, strengthen professional measures, detect and strictly handle violations.

“Hanoi City commits to focusing on enhancing the effectiveness and efficiency of functional forces, enhancing the role and responsibility of leaders in the fight against smuggling, trade fraud and counterfeit goods,” emphasized Director of Hanoi Department of Industry and Trade Vo Nguyen Phong.

At the working session, Deputy Minister of Industry and Trade, Deputy Head of the Prime Minister's Working Group Nguyen Sinh Nhat Tan assessed that Hanoi city has taken urgent action and strictly implemented the Prime Minister's Official Dispatch No. 65/CD-TTg.

In particular, the police force has played a leading role in the fight to prevent and repel smuggling, trade fraud and counterfeit goods, detecting many cases of fake milk, fake medicine, fake cosmetics...

These are very serious incidents, affecting people's lives.

In the coming time, in addition to closely following the central government's instructions, Hanoi city's functional forces will continue to strengthen inspections in the spirit of "strong, fast, accurate, and strict".

Some areas to note are Quang Minh Industrial Park, Hapulico medicine market, Ninh Hiep market, craft villages,... with potential risks of smuggling, trade fraud and counterfeit goods.
