Hanoi requires evacuation of people from unsafe houses

The Chairman of the Hanoi People's Committee requested that wards and communes proactively review residential areas and organize the evacuation of people from unsafe houses.

Chairman of Hanoi People's Committee Tran Sy Thanh has just signed Official Dispatch No. 09 directing units to urgently deploy emergency response to storm No. 3 in 2025 in the city.

The dispatch stated that storm No. 3 is a strong, fast-moving storm that will affect the North and North Central regions from the evening of July 21, 2025, causing strong winds, heavy rain, high risk of flash floods, landslides in the midlands and mountainous areas, and flooding in low-lying areas and urban areas.

From July 21 to the morning of July 24, Hanoi had moderate rain, heavy rain, and in some places very heavy rain and thunderstorms. Implementing the Prime Minister 's Official Dispatch No. 117/CD-TTg dated July 20, 2025, to proactively respond to storms and heavy rains, the risk of flash floods, landslides, and inundation, ensuring the safety of people's lives and property and the State, the Chairman of the City People's Committee requested Directors, Heads of Departments, branches, and sectors, Chairmen of People's Committees of wards and communes to continue to focus on directing and promptly implementing storm and flood response work according to the direction of the Prime Minister .

Direct the review and careful inspection of facilities at agencies and units to prevent, combat, and reinforce to ensure the safety of people and property when rain, storms, and flooding occur; organize 24/7 on-duty to monitor the situation and organize timely response measures.

Chairmen of People's Committees of wards and communes closely monitor warning bulletins, forecasts and developments of storms to regularly notify and promptly guide people to proactively prevent and minimize damage caused by natural disasters and incidents;

Proactively review residential areas, organize evacuation of people from unsafe houses, areas at risk of landslides, flash floods, and deep flooding; prepare forces, vehicles, equipment, and necessities according to the "four on-site" motto to be ready to respond to all situations;

Notify project owners to proactively reinforce and protect factories and infrastructure (telecommunications systems, power grid systems, etc.) and take measures to quickly fix problems, maintain operations, and avoid interruptions before, during and after the storm.

Organize traffic control, traffic diversion, traffic guidance, limit people from going out during storms and thunderstorms before storms; control and guide at culverts, spillways, deeply flooded roads, fast-flowing water, roads with incidents or at risk of landslides; prepare forces, materials, and means to overcome incidents, ensure smooth traffic on main traffic routes.

Check, review, and implement dike protection plans, protect key vulnerable dikes, locations where incidents have occurred but have not been handled or repaired, and unfinished dike projects to ensure safety before the storm makes landfall.

The city's leaders requested the Hanoi Electricity Corporation to coordinate with the Department of Industry and Trade to ensure power infrastructure, promptly fix power problems, ensure adequate and safe power supply for production and people's daily life; prioritize power supply for pumping stations operating to serve drainage and prevent flooding.

The Department of Construction presides over and coordinates with Hanoi Green Parks and Trees One Member Co., Ltd., localities and units to increase means, human resources and equipment to immediately handle fallen trees to ensure safety and smooth traffic....
