
The North-South Eastern Expressway project passing through Ha Tinh has a total length of 107.28 km with 4 component projects in 2 phases 2017-2020 (Dien Chau - Bai Vot Expressway) and phase 2021-2025 (Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung).
According to highway design standards, on average every 50-60 km, there should be a rest stop providing basic services such as gasoline, oil, minor repairs and stopping, with motels, toilets, and restaurants. With 107.28 km of highway passing through the area, Ha Tinh has 2 rest stops located at Km478+200 Dien Chau - Bai Vot highway in Yen Ho commune, Duc Tho district and Km534+310 Ham Nghi - Vung Ang highway in Cam Hung commune, Cam Xuyen district.

Of which, the rest stop on the Dien Chau – Bai Vot highway in Yen Ho commune, Duc Tho district has an area of 6 hectares (3 hectares on each side); the rest stop on the Ham Nghi – Vung Ang highway in Cam Hung commune, Cam Xuyen district has an area of 10 hectares (5 hectares on each side).
Vice Chairman of Duc Tho District People's Committee Nguyen Anh Duc said: At first, the rest stop on Dien Chau - Bai Vot expressway had an area of 1.36 hectares/station on the left side of the route and 1.58 hectares/station on the right side of the route, the locality handed over the site to the investor at the same time as the main route.
However, later, the Ministry of Transport (now the Ministry of Construction ) adjusted the area to 3 hectares/side. Although there were certain difficulties when the revised Land Law 2024 was passed at the same time, leading to changes in regulations on compensation, support, and resettlement due to land acquisition by the State, up to now, the locality has completed the site clearance work and handed over the clean site to the investor to build the rest stop.

The construction site of the North-South expressway rest stop, Ham Nghi - Vung Ang section in Cam Hung commune, Cam Xuyen district, has just been handed over by the local government to the investor - Thang Long Project Management Board.
According to Mr. Pham Hoang Anh - Vice Chairman of Cam Xuyen District People's Committee, with an area of 10 hectares of the rest stop, it affects the forest land and agricultural land of 56 households in the area.
Although it takes more time to wait for new regulations on compensation, support, and resettlement due to land acquisition by the State issued by the Provincial People's Committee when the revised Land Law in 2024 takes effect, with the determination and efforts of the compensation council and the consensus and support from the people, Cam Xuyen district has gradually overcome difficulties and has now completed the compensation work for the expressway rest stop.
“The district aims to complete the land acquisition for the rest stop this March. And 5 days ago, Mr. Ha Huy Thao’s family – the last household affected by the land acquisition for the rest stop – received support money and handed over the land to implement the project,” informed Pham Hoang Anh, Vice Chairman of Cam Xuyen District People’s Committee.

Regarding the construction of the North-South expressway rest stop through Ha Tinh, Mr. Nguyen Khac Trung - Director of the Ham Nghi - Vung Ang Expressway Project Management Board (Thang Long Project Management Board - Ministry of Construction) said: Recently, the Vietnam Road Administration has selected Xuan Khiem Group Joint Stock Company (headquartered in Ninh Binh province) as the winning bidder for the investment project of the rest stop in Cam Hung commune, Cam Xuyen district. This is a contractor with a lot of experience in investing in the construction of expressway rest stops.
In 2023 - 2024, 11 North - South expressway component projects will be put into operation, including the section from Ninh Binh to Ha Tinh, about 250 km long. However, these expressway projects only have 2 lanes/way, without continuous emergency lanes and rest stops.
Faced with that situation, in order to exploit the route synchronously and serve the people and drivers when participating in the highway to reduce stress when driving long distances, the Government has requested the Ministry of Transport (now the Ministry of Construction) to promptly implement the planned rest stops in 11 projects, in which by 2024 at the latest, rest stops must be put into operation with essential services such as rest houses, fuel stations, etc.
However, at the end of 2024 and at present (March 27, 2025), the North-South expressway from Mai Son intersection (Ninh Binh) to Bai Vot (Ha Tinh) is still "empty" of standard rest stops.
Here, only temporary, small rest stops are maintained to serve the limited number of vehicles traveling on the highway.
