On the afternoon of September 11th, Deputy Prime Minister Bui Thanh Son chaired an online conference on the implementation of the revised National Power Development Plan for the period 2021-2030, with a vision to 2050 (Power Plan VIII), and solutions to ensure electricity supply in the coming period.
Vice Chairman of the Provincial People's Committee Tran Bau Ha chaired the Ha Tinh branch of the meeting.

The Power Development Plan VIII, approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023, has identified the objectives, perspectives, vision, development orientation, and priority projects for power sources and grids, as well as specific solutions for developing the power sector.
On April 15, 2025, Deputy Prime Minister Bui Thanh Son signed Decision No. 768/QD-TTg approving the Adjustment of the Power Development Plan VIII with the goal of providing sufficient electricity to meet socio-economic development targets with an average GDP growth rate of approximately 10% per year in the period 2026-2030, and approximately 7.5% per year in the period 2031-2050. Specifically, the target for commercial electricity sales in 2030 is approximately 500.4 - 557.8 billion kWh; and the target for 2050 is approximately 1,237.7 - 1,375.1 billion kWh.

In the past period, the Ministry of Industry and Trade has directed units and localities to implement power generation and grid projects, ensuring the progress of commissioning according to the plan, organizing working groups to inspect projects, and urging the implementation of power projects. However, some power sources have not met the schedule due to many difficulties and obstacles, such as concentrated solar power projects, rooftop solar power projects, offshore wind power projects, gas power projects, and nuclear power projects.
The main reasons include: many localities need to review and update zoning plans, general construction plans, and provincial plans; lack of experience in developing offshore wind power; gas-fired power projects have not been implemented due to unclear progress and feasibility; obstacles related to legal regulations and investment approval…
In Ha Tinh province, according to the revised Power Development Plan VIII and the Implementation Plan for the revised Power Development Plan VIII approved by the Prime Minister and the Minister of Industry and Trade, the province has approved a list of power generation projects with a total capacity of 7,976.99 MW for the period 2025-2030, 2,905 MW for the period 2031-2035, and 10,881.99 MW for the period 2025-2035. Regarding power grid projects: there is 1 project for a 500kV substation and 5 projects for a 500kV grid; 11 projects for a 220kV substation and 10 projects for a 220kV grid.
In implementing the plan, the Provincial People's Committee directed the updating of the list of power source and grid projects identified in the revised Power Plan VIII into the Provincial Plan; reviewed relevant regulations, difficulties, and obstacles; assigned tasks to departments and agencies to accelerate project implementation and select investors; compiled difficulties and obstacles during implementation, reported them, and sought guidance and instructions from ministries and agencies.
To date, the implementation of power generation projects in the area is on schedule according to the plan.
At the conference, delegates reported on the implementation of the revised Power Development Plan VIII in their respective localities; analyzed specific difficulties and obstacles in the implementation of power generation and grid projects; and proposed solutions to overcome these challenges and ensure the projects' progress according to the plan.

Concluding the conference, Deputy Prime Minister Bui Thanh Son requested that ministries, sectors, localities, and units seriously implement the tasks according to Decision No. 768/QD-TTg of the Prime Minister approving the Adjustment of the Power Development Plan VIII to ensure electricity demand and serve socio-economic development.
Central ministries, departments, and agencies are supporting localities in resolving institutional difficulties and obstacles, and providing guidance on the implementation of gas-fired and nuclear power projects. The Ministry of Industry and Trade and provinces and cities are urging investors to accelerate the progress of power projects to bring them into operation 3-6 months ahead of schedule.
Local authorities should continue to review and integrate the list of projects under the Power Development Plan VIII into provincial and specialized plans; effectively carry out land clearance work to facilitate project implementation by investors. For projects without investors, local authorities are requested to quickly select investors and complete the process by the fourth quarter of 2025.
