The Ministry of Industry and Trade is seeking feedback on a draft Decision of the Prime Minister stipulating policies to support households installing rooftop solar power systems for self-production and self-consumption, and electricity storage systems. The expected implementation period is January 1, 2031.
This agency proposes that households receive investment support with a maximum limit of 500,000 VND per 1kWp of the total rated capacity of photovoltaic panels installed in the system. The support level shall not exceed 2.5 million VND per household.
In addition, households are eligible for subsidized commercial loan interest rates for investing in rooftop solar power. Short-term loan interest rates will apply. The maximum interest rate subsidy period is 3 years from the date of loan disbursement as per the contract with the bank. The maximum loan limit is 7 million VND per 1kWp of installed capacity, but not exceeding 35 million VND per household.
Regarding technical issues, households receive technical support during the investment, installation, and operation phases upon request. Local power companies must provide technical guidance on connection, control, monitoring, protection, and installation to ensure safety.

In cases where the household wishes to sell surplus electricity to the national grid, the local power company will coordinate the installation or replacement of a two-way electricity metering system suitable for the grid connection capacity of the household solar power system. They will also provide guidance on the procedures and regulations related to signing the electricity purchase agreement.
The People's Committee at the commune level guides the design, solutions to ensure safety of construction loads and fire prevention and fighting solutions in accordance with relevant legal regulations and suitable to the housing conditions of households.
To receive financial support, households must submit an application for financial assistance to the People's Committee at the commune level; and have completed all procedures for development, investment, installation, connection, acceptance testing, and commissioning of the household solar power system in accordance with regulations.
By 2024, the whole country will have approximately 103,000 rooftop solar power projects, with a total installed capacity of over 9,500 MW. According to the revised Power Development Plan 8, by 2030, the goal is to achieve a rate of 50% of office buildings and 50% of households using self-generated rooftop solar power.
