For many years, to pay non -agricultural land use tax, Ms. Tran Thi Binh in Thanh Sen ward had to go to the Tien Giang residential area's cultural center to pay cash to the authorized tax collector. With this traditional method, Ms. Binh was always worried that any errors in the recording process would lead to late payment penalties. This year, she was guided to pay taxes through the eTax Mobile application, making the tax payment process much faster, more convenient, and more transparent.

Ms. Tran Thi Binh (Tien Giang residential area, Thanh Sen ward) said: “With the support of tax officials, I can quickly and accurately complete the payment of non-agricultural land use tax anytime, anywhere, just by using my phone. Electronic payment also helps me keep track of my tax payment history and minimize errors.”
In Thanh Sen ward – a central area with over 22,000 inhabitants – the number of people subject to non-agricultural land use tax is very large. To reduce the burden on tax officials, the local government is implementing a 100% non-cash collection method for non-agricultural land use tax. Since the beginning of April 2026, the ward has organized conferences to disseminate information to Party committees, ward leaders, heads of neighborhood committees, and other organizations. Through its information and communication system, Thanh Sen ward continuously broadcasts news bulletins guiding people on how to pay taxes via the eTax Mobile application, making it easy for residents to do so digitally.

Mr. Hoang Xuan Truong, Vice Chairman of the People's Committee of Thanh Sen Ward, said: "Collecting non-agricultural land tax through eTax Mobile allows people to pay taxes anywhere, anytime. Since implementing this method, people, even those who are not at home, traveling far away, or even abroad, can easily fulfill their obligation to pay non-agricultural land tax or pay on behalf of others, simply by having their tax identification number or citizen identification card information. This method also reduces errors in the collection process, reduces pressure on local officials, and increases transparency in tax management."
Not only in Thanh Sen ward, but currently, localities throughout the province are implementing the collection of non-agricultural land use tax through digital platforms instead of collecting cash as before. To support people, the tax authorities have intensified propaganda and guidance on installing and using the eTax Mobile application; coordinating with local authorities, residential groups, banks and social organizations to provide direct support to people, especially the elderly and those with limited access to technology.


Mr. Le Quoc Dung, Head of the Personal and Household Tax and Other Revenue Department of the Ha Tinh Provincial Tax Department, stated: “Although the revenue from non-agricultural land use tax is not large, typically ranging from a few tens to a few hundred thousand dong per family, the taxpayer base is wide, covering almost all land users throughout the province. Previously, the collection of this tax was mainly done manually, heavily relying on authorized collection officers at the local level. Tax officers had to print notices, distribute them to each household, organize centralized collection points at village/neighborhood cultural centers, directly count cash, and enter data after collection, which easily led to errors and lost documents. Therefore, switching to cashless tax collection is an important solution to reduce pressure on tax officers, improve management efficiency, and create convenience for the people.”


According to statistics, the province currently has over 480,000 households registered for non-agricultural land use tax. In 2025, this revenue for the entire province is expected to exceed 23 billion VND. To implement the collection of non-agricultural land use tax in 2026, starting in March, the Ha Tinh Provincial Tax Department issued a directive to review and register the land use tax. Accordingly, the tax department requested the People's Committees of communes and wards to direct their land management departments to provide information related to land area, plot location, and ownership by households and individuals; and to review cases of changes or discrepancies in taxpayer information and new land user information for cases where land plots have been converted.
“Along with reviewing taxpayer data, we are also stepping up propaganda and guidance for people to use eTax Mobile to fulfill their non-agricultural land use tax obligations. The application helps people look up, receive notifications, make payments, and store transactions right on their phones without needing to go to a collection point. This not only increases the rate of cashless payments and reduces time, but also limits errors, updates data accurately, and contributes to promoting digital transformation in the tax sector towards a modern, transparent, and efficient direction,” Mr. Le Quoc Dung, Head of the Personal and Household Tax and Other Revenue Department, Ha Tinh Provincial Tax Department, further explained.


According to regulations, the deadline for paying non-agricultural taxes for 2026 is October 31st at the latest. Currently, the Ha Tinh Provincial Tax Department, in coordination with local authorities, is actively implementing comprehensive solutions to improve the rate of timely tax payments, while also promoting electronic payments through the eTax Mobile application. The tax sector aims to gradually change people's habit of using cash, creating conditions for taxpayers to fulfill their financial obligations quickly, conveniently, and accurately on a digital platform.
