Officers and soldiers of Squadron 2 (Provincial Border Guard) rescue fishermen at sea. |
To successfully complete the tasks, the unit identified the key solution as focusing on promoting political and ideological education, building a contingent of cadres with strong political will, and high internal solidarity and unity. The unit's officers and soldiers always grasp the Party's guidelines and policies, the State's policies and laws, especially issues related to border protection tasks, to effectively apply them in their work. Grasp the local situation, clearly identify the responsibilities of each individual and each collective in performing the task of protecting sovereignty, security of the sea and islands, and promptly and effectively participate in natural disaster prevention and search and rescue in the new situation. With the motto of "4 on-site; mobilizing all human resources, means, and facilities to respond promptly, saving people first, saving property later, minimizing damage to people and property of the people, the State and the unit, Squadron 2 proactively builds, supplements and completes the plan for natural disaster prevention and search and rescue in line with the actual situation of the province and the area; closely coordinates with local Party committees, authorities, and units in the maritime border area to promote propaganda for fishermen and vehicle owners to strictly comply with the State's laws and regulations on ensuring safety when exploiting and fishing, supporting each other and coordinating with the Border Guard in grasping the situation at sea; supplementing plans and preparing materials for natural disaster prevention and search and rescue; grasping the situation of vehicles, proactively organizing announcements, calling, and arranging for ships to come ashore for safe shelter when there are storms and tropical depressions.
Due to being proactive and having ready plans, Squadron 2 always responds and handles natural disasters, rescue and relief situations promptly and effectively. Since the beginning of 2024, Squadron 2 has notified and mobilized hundreds of people from tents and huts guarding lagoons in coastal areas to take shelter from storms, tropical depressions and bad weather; coordinated with localities to prevent storms; used 12 canoes, motorboats and requisitioned 4 fishing boats to call on boats in aquaculture areas and estuaries and coastal areas to take shelter from storms safely; organized rescue forces and vehicles to rescue 10 crew members in distress in the Ba Lat estuary area, and searched for drowning victims in the ecological sea area of Nghia Hung district. In addition, before each rainy and stormy season, the unit also organizes training to improve rescue skills on rivers and seas for officers and soldiers of the entire unit. When a storm or low pressure occurs near the shore, the unit is on duty with 100% of its personnel, ready to "deploy" according to orders from superiors when a situation occurs; the organization strictly maintains the 24/7 search and rescue watchtower regime to receive information related to natural disaster prevention, control, and search and rescue from fishermen working on the sea.
To ensure the best operation of vehicles and equipment, the unit commander requires teams and groups to regularly inspect and ensure timely proposals for repairs and additional equipment of vehicles, fuel, life buoys, life preservers and other necessary equipment; proactively survey and grasp routes and waterways to have the most timely and accurate response plan. In parallel with being ready to mobilize in search and rescue, Squadron 2 also does a good job of patrolling, controlling, fighting against smuggling and commercial fraud at sea; propagating, disseminating and educating laws, policies, documents and regulations for fishermen, such as: National Border Law, Vietnam Sea Law, regulations on management of people and vehicles entering and exiting maritime border areas. The unit has organized 7 patrols to control and protect the sovereignty of the sea combined with fighting against IUU exploitation, sand mining and other violations at sea with the participation of 133 officers and soldiers.
In order to be proactive and ready for natural disaster prevention and search and rescue in the 2025 storm season, which is forecast to be complicated and unpredictable, since the beginning of the year, Squadron 2 has increased training in response plans to natural disasters, search and rescue, and carefully prepared forces and technical means, ready to mobilize to rescue people when situations arise. At the same time, there are adjustments, supplements, and completion of plans in each specific area, especially in vulnerable areas, key coastal areas... In which, focusing on swimming, rescuing victims in rivers, seas, and flooded areas; strengthening physical endurance training, ability to withstand wind and waves, and skills to rescue boats in big waves and strong winds. Thereby, it not only helps soldiers have a strong will, master the application of rescue skills, but also helps them have good health, enough endurance, creativity, and readiness to receive and complete assigned tasks.
