In recent years, the sports movement in Hai Hau district has developed extensively in both scale and quality. Agencies, units, schools, enterprises, communes, towns, hamlets, residential groups, and households in the district have actively responded to the Campaign "All people exercise following the example of great Uncle Ho". Up to now, the number of people regularly exercising in the district has reached 66%; the number of sports families accounts for 36% of the total number of households.

The success in developing the sports career in Hai Hau district is due to the attention and direction of the Party committees and authorities at all levels, and the enthusiastic response of the masses. All levels, sectors and localities in the district have done a good job of propagating and mobilizing people to raise their sense of responsibility for building a grassroots cultural life; the socialization work to mobilize resources, encourage organizations, individuals, children far from home, and sponsors to participate in contributing and building cultural and sports facilities at all levels has been promoted. The socialization movement in the field of culture and sports has developed strongly in 3 contents: mobilizing forces to participate; increasing funding; organizing community cultural and sports activities. In addition, the solidarity and close attachment of the staff, civil servants in the Department of Culture, Sports and Tourism and the people have created a driving force for the sports movement to develop more and more. Up to now, the system of cultural and sports institutions at all levels in Hai Hau district has been built synchronously and modernly. The district cultural house has a capacity of nearly 1,000 seats; the district central gymnasium has a scale of more than 1,500 seats; the central stadium has a total area of ​​nearly 23,000 m2, with a construction cost of over 15 billion VND; the district central swimming pool was built in 2013, including 2 large and small pools, with a total area of ​​1,400 m2, with an investment cost of 8 billion VND.

With the goal of building a solid foundation of culture and sports at the grassroots level, while meeting the criteria for building advanced and model new rural areas, the district continues to promote investment and upgrade cultural and sports infrastructure; forming a synchronous network of cultural and sports institutions. Up to now, all 34 communes, towns, 390 hamlets and residential groups in the district have cultural houses, cultural centers, yards, indoor and outdoor sports areas, meeting the needs of people's daily activities and sports training. Cultural houses have been renovated, upgraded and fully equipped; including 218 hamlet and residential group cultural houses with septic tanks that ensure hygiene, have roofs and water supply and drainage systems before 2022. The whole district has 417 badminton courts, 386 volleyball courts, 129 mini soccer fields, 216 table tennis tables, 97 inter-hamlet and residential group sports fields. The district is the leading locality among the districts in the province in building outdoor sports equipment and tools with more than 3,000 tools, the total construction cost is over 22 billion VND from socialized sources; on average, each hamlet and residential group has 5 or more training tools. In 2021, communes and towns have proposed and included in the land use planning for the period 2021-2030 with 27.1 hectares of land for building cultural facilities, 168.16 hectares of land for building sports facilities.

Along with socialized resources, localities have proactively allocated resources to prioritize investment in completing grassroots cultural and sports infrastructure. Hai Hau district is also the first district-level unit in the province to complete the planning of land funds for cultural houses and sports areas to ensure the prescribed area: for commune and town levels, cultural houses are from 500m2 or more, sports areas are from 2,000m2 or more, stadiums are from 10,800m2 or more; for hamlets and residential groups, cultural houses are from 300m2 or more, sports areas are from 500m2 or more. The system of gymnasiums, stadiums, and swimming pools is exploited and used regularly. Every summer, the district's Center for Culture, Information and Sports coordinates with Hoang Giang Construction Joint Stock Company to open 20 swimming classes, 2 martial arts classes, and 3 yoga classes; Health clubs, fitness, tennis, table tennis, volleyball, aerobics... operate regularly in the morning and afternoon.

To promote the development of the grassroots sports movement, every year on holidays and Tet, agencies, units and schools in the district organize tournaments and sports exchanges; thereby strengthening solidarity and effectively implementing political and social tasks. Most of the tournaments are organized and sponsored by local authorities. In particular, the most prominent and traditional event is the Cultural - Sports Festival, which is enthusiastically organized from the commune level to select athletes and actors to participate in the traditional Cultural - Sports Festival of the district, which is maintained and organized on the occasion of the anniversary of the August Revolution (August 19) and National Day (September 2). This is a large-scale cultural - sports activity to review and promote the traditional strength of "Tu tinh, Cuu toc", to show gratitude to the ancestors who opened the land and the children of the homeland who heroically sacrificed for the independence and freedom of the nation. The event was attended by thousands of athletes, actors, and musicians. On this day, over 20,000 people from the homeland, children living and working far away from home all over the country, all came to attend. The cost of the event was 3-5 billion VND; of which the social mobilization accounted for about 70%. The events held during the festival were 13-15 events; of which, many were popular sports such as: rowing, volleyball, air volleyball, tug of war, football, badminton, table tennis, chess, swimming... along with many unique cultural and artistic performances of the coastal region such as: stilt walking, lion dance, unicorn dance, dragon dance, brass trumpet, ca rung drum, festival drum...

In addition, on the occasions of the founding anniversary of the Ho Chi Minh Communist Youth Union (March 26) and Vietnam Sports Day (March 27), Hai Hau district organized the launching ceremony of the Olympic Running Day for the health of all people, attracting nearly 2,000 athletes who are cadres, workers, civil servants, employees in agencies, departments, branches, organizations, armed forces, enterprises, communes, towns and students of high schools in the district to participate. From the grassroots sports movement, the district has selected core athletes to participate in provincial sports tournaments and always achieved high rankings. At the annual Provincial Rowing Tournament, Hai Hau district always won the First and Second prizes for the whole delegation in the men's and women's rowing events. Over the past 10 years, participating in the Provincial Sports Festival, Hai Hau district has affirmed its sports position with outstanding achievements such as: Second prize for the whole delegation at the 7th Provincial Sports Festival - 2013; First prize for the entire delegation at the 8th Provincial Sports Festival - 2018; Second prize for the entire delegation at the 9th Provincial Sports Festival - 2022.

As a bright spot in physical education and school sports in the province, up to now, 100% of schools in the district have athletics, badminton, shuttlecock, table tennis practice fields, etc.; the number of schools that implement well the extracurricular curriculum, orienting students to healthy recreational activities reaches 98%. Along with mass physical education, schools always attach importance to the work of discovering and nurturing students with sports talents to participate in student sports competitions of the Education and Training sector, Phu Dong Sports Festivals and Sports Festivals at all levels. Physical education teachers always focus on the work of selecting and training athletes according to scientific methods. Students with sports talents who are selected to participate in tournaments will be given the opportunity to practice regularly to maintain their form. In addition to applying standard curriculum, schools also coordinate with the district's Center for Culture, Information and Sports to send professional coaches to train and practice to help improve students' ability to achieve high results. Many high-achieving athletes of the province were discovered and selected from local school sports competitions and have played for the Nam Dinh and national sports teams. Typical examples are track and field athlete Nguyen Thi Men (triple jump) and table tennis athlete Dinh Quang Linh, who have won many medals at domestic and international sports tournaments.

With many exciting, rich and diverse activities, the sports movement in Hai Hau has contributed to improving the health, physical fitness and spiritual and cultural life of cadres and people, creating a premise to effectively carry out socio-economic development tasks, building a healthy and civilized new rural cultural environment./.
