As reported by CAND Newspaper, the project to renovate the sidewalks of inner-city roads in Hai Phong has a total investment of more than 200 billion VND. The goal is to renovate and repair degraded sidewalks, ensure new sidewalks are strong and durable, and install underground cables in advance to limit the situation of digging sidewalks whenever units have infrastructure projects for electricity, telecommunications, water supply, etc.

Cau Dat Street is one of the central streets that started construction at the end of 2024 and is expected to be completed by June 2025. During the construction process, at the end of May 2025, a group of people suddenly appeared with machinery and vehicles to blatantly dismantle the construction items.

The incident of a group of people brazenly bringing in machinery and equipment to dismantle a construction site was discovered, stopped and handled by authorities.

According to the People's Committee of the former Ngo Quyen district (now Gia Vien ward, Hai Phong city), the unit has coordinated with the authorities to verify and determine that a group of people led by Lo Van Kinh (from Son La province) and a number of people who were not on duty to carry out the construction had arbitrarily brought excavators and vehicles to move the base of the electricity meter cabinet that had been built and installed to a new location. During the process, this group of people not only dismantled and damaged the construction but also dug holes that affected underground works and urban trees that were specially protected and cared for by the authorities.

It is known that the location of the electricity meter cabinet that was arbitrarily dismantled and relocated by the group of people was designed to be located between house number 47 and 49 Cau Dat. Because the owner of house number 47 had repeatedly requested to move to another location but was not approved by the investor and relevant agencies, then the above incident occurred.

Accordingly, the People's Committee of the old Ngo Quyen district coordinated with the functional unit to make a record of temporary detention of the vehicle. At the same time, they inspected and assessed the damage to proceed with handling according to regulations. However, in the process of restoring the original state as well as completing the project, the construction unit was obstructed by some residents, slowing down the project's progress and seriously affecting the urban beauty.

Regarding related information, Mr. Chu Thanh Luong, Chairman of Gia Vien Ward People's Committee, said that the local government had received a request from the family of Ms. Vu Thi Bich Phuong, owner of house number 47 Cau Dat, requesting to move the electric booth out of the position between houses 47 and 49. According to Mr. Chu Thanh Luong, regarding this matter, the Hai Phong Department of Construction has approved the construction drawing of the meter cabinet located between houses 47 and 49 to replace the current low-voltage electric pole. Therefore, the request of the family number 47 Cau Dat is not valid for resolution. Gia Vien Ward People's Committee sent a document to the Department of Construction requesting to direct the representative unit of the investor, the Center for Management and Maintenance of Works and related units to speed up the project progress to ensure traffic order and safety and urban beauty of the central street, the main artery of the city.

Meanwhile, Mr. Dang Ba Tho - Deputy Director of the Center for Management and Maintenance of Construction Works (Hai Phong Department of Construction) also affirmed that he had directed the contractor to construct the sidewalk of Cau Dat Street in accordance with the design drawings approved by the competent authority. In the case of Ms. Vu Thi Bich Phuong's family at 47 Cau Dat, who did not agree and requested to move the electricity meter cabinet, the investor and local authorities repeatedly explained and convinced her about the project's policy, purpose, and benefits. However, Ms. Phuong's family did not agree to place the electricity meter cabinet at the current electric pole position between houses 47 and 49 Cau Dat, nor did they allow the construction of other items such as pouring concrete and paving the sidewalk.

To ensure project progress and safety for people and vehicles participating in traffic, Mr. Dang Ba Tho added that the Center for Management and Maintenance of Construction Works has sent a document to Gia Vien Ward People's Committee and Gia Vien Ward Police to request support in applying construction protection measures so that the contractor can comply with the design.
