The Hai Phong City Civil Defense Command announced a ban on some activities in river mouths and estuaries to prevent storm No. 9 from the afternoon of September 24.

People's Committees of coastal communes and wards and special zones must make arrangements to prevent collisions and sinking of ships at anchorages, to be completed before 6:00 p.m. on September 24, 2025.

Specifically: Prohibiting tourist vessels, fishing vessels and boats from going out to sea; Cat Hai - Phu Long cable car route, tourism and entertainment activities in sea and island areas; activities of exploiting, farming, catching aquatic products and other activities in estuaries, coastal areas, offshore from 2:00 p.m. every day. September 24, 2025.

The City Border Guard Command, the People's Committees of coastal communes and wards, and special zones regularly notify and call on ships operating at sea; workers on aquaculture cages and watchtowers; take all measures to take shelter and take safe shelter; arrange to avoid collisions and sinking of ships at anchorage; these tasks must be completed before 6:00 p.m. on September 24, 2025.

Resolutely prevent and do not allow fishing boats and inland waterway vehicles that have entered shelters to operate during periods of strong winds and big waves (if necessary, apply coercive measures).

The City Border Guard Command directed the Border Guard Stations along the sea and islands to fire signal flares to call ships to take shelter according to regulations; and prepare plans to mobilize and use ship CN-09 and other means to participate in search and rescue when requested.
