On the afternoon of July 21, the People's Committee of Hai Phong City informed that it had reviewed and inspected 180 old and degraded apartment buildings, including 59 level D (dangerous) apartment buildings. Through review and statistics, there were 7,000 households with 20,000 people in dangerous areas.

Currently, departments, branches and localities in Hai Phong have urgently deployed measures to prevent and combat storm No. 3 according to the "4 on-site" motto, to ensure the safety of people and property.
Armed forces of more than 35,400 people were mobilized to be ready to respond to storm No. 3. The Military Command and Hai Phong City Police maintained a 24/7 duty regime, reviewing plans and coordination plans.
The Border Guard informed and instructed 1,657 vehicles/4,668 workers at sea to proactively avoid storms. The Department of Agriculture and Environment, the standing agency for natural disaster prevention and control, directed the inspection and handling of dike and irrigation incidents from the first hour. The 24/7 on-duty system was maintained, and a Zalo group for quick communication with 114 communes, wards, and special zones was established.
The city's Construction Department has also planned to ban the Giai ferry (crossing the Lai Vu River, on provincial road 390E in Ha Nam and An Thanh communes); ban the Lai Xuan ferry (crossing the Da Bach River, on provincial road 352, in Viet Khe commune (Hai Phong city) and Dong Trieu ward (Quang Ninh province)); ban the Duong Ao ferry (crossing the Van Uc River, on provincial road 363, in Kien Hung and Hung Thang communes); ban the Dong Bai - Cai Vieng ferry (coastal, on provincial road 356, in Cat Hai special zone)...

Hai Phong City has also implemented a ban on bridges with special structures, such as Hoang Van Thu, Dinh Vu - Cat Hai, Kien, Binh bridges as soon as the wind speed is at an unsafe level. The remaining bridges in the area continue to be monitored and implemented according to the announcement of the Department of Construction when necessary.
Hai Phong has also focused on ensuring power and fuel sources, checking emergency communication systems, reviewing 32 flood black spots, trimming more than 2,800 trees, supporting over 4,400 urban trees and developing an evacuation plan for nearly 2,600 households living in old, dilapidated apartment buildings.... The entire force of the city is in position, ready to proactively respond, minimize damage and ensure maximum safety when the storm makes landfall.

Regarding the situation of dikes and irrigation, the entire city of Hai Phong currently has 75 key dike, embankment and culvert locations that need to be monitored, including 8 city-level locations and 67 commune, ward and special zone locations. All of these locations have developed and approved key protection plans according to the "4 on-site" motto. Irrigation exploitation companies have proactively lowered the buffer water level, prepared machinery, equipment and on-duty forces according to the operation plan when required.
At the Bac Hung Hai system, Ke Sat commune, 3 sections of canal bank erosion were recorded, ranging from 85-150m long, with some places having only about 1m of canal bed erosion. Chairman of Hai Phong City People's Committee Le Ngoc Chau requested that localities closely monitor the actual developments of storm No. 3 to promptly respond, absolutely not be subjective, closely follow the direction of the Central Government, City Party Committee and City People's Committee; the top priority is to protect the lives and property of the people and the State.
Hai Phong City People's Committee requested localities to organize the evacuation of people from high-risk areas, especially old apartment buildings and important dike points such as Chi Linh, Co Thanh, Thanh Hai; mobilize people to voluntarily evacuate, prioritizing the evacuation of the elderly and children before 6:00 p.m., and complete all evacuation work before 8:00 p.m. the same day.

At the locations receiving people, the city requires ensuring essential, safe and thoughtful living conditions. Police and military forces are responsible for maintaining security and order, and protecting property at people's homes during the evacuation period.
