On the afternoon of April 28, at the City Convention Center, the 25th session (special session) of the 16th City People's Council took place.
Comrades: Pham Van Lap, Member of the Standing Committee of the City Party Committee, Chairman of the City People's Council; Bui Duc Quang, Vice Chairman of the City People's Council chaired the meeting.
Also attending the meeting were comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; comrades of the Standing Committee of the City Party Committee; Vice Chairman of the City People's Committee; Deputy Head of the Hai Phong National Assembly Delegation; leaders of city departments, districts, etc.
Speaking at the meeting, Chairman of the City People's Council Pham Van Lap stated that the 25th meeting took place at a particularly important time, when the entire city's political system focused on implementing the Party and State's policies on restructuring the apparatus, especially the work of restructuring commune-level administrative units and merging Hai Duong province with Hai Phong city. These are important contents in terms of politics, economy and administration, requiring timely resolutions of the City People's Council.
Under the direction of the Central and City Party Committees, the merger of provincial and commune-level administrative units this time is not simply a mechanical merger but focuses on improving the effectiveness of state management, expanding development space, promoting local resources, creating conditions for building a streamlined political system that operates effectively, efficiently, and is close to the people, best serving the people and businesses.
Localities in the city have reviewed and organized to collect voters' opinions in a democratic, public and transparent manner, with very high consensus results, many places reaching over 99% of voters agreeing with the arrangement plan. This is an important political and social basis for the City People's Council to consider and pass the arrangement plan in this session.
In order for the resolutions of the City People's Council to soon come into effect, the City People's Council proposed that the City People's Committee urgently complete the dossier to submit to competent authorities on the arrangement of commune-level administrative units and the merger of Hai Duong province with Hai Phong city; implement the resolutions and decisions of the Central Government, the National Assembly, the Government and the City People's Council to ensure the right progress and compliance with regulations.
The Chairman of the City People's Council requested the City Vietnam Fatherland Front Committee and socio-political organizations to continue to widely disseminate information to create consensus among cadres, party members and people in the process of implementing the resolutions. Committees, delegations and City People's Council delegates actively monitor the implementation process, promptly reflect on difficulties and obstacles, and propose appropriate solutions.
Chairman of the City People's Council Pham Van Lap emphasized that the 25th session opens a new period with many opportunities but also many challenges. He believes that with the tradition of solidarity, the will to innovate and the high political determination of the entire political system, and the consensus and support of the people, Hai Phong City will successfully carry out the assigned tasks and continue to rise strongly in the new development period.
The 25th session (special session) of the 16th term People's Council unanimously passed 7 resolutions including: merging Hai Duong province and Hai Phong city; rearranging commune-level administrative units of Hai Phong city in 2025; supporting funding for implementing a number of expenditure tasks in the field of national defense and security in 2025; converting forest use purposes to other purposes to implement the investment project on construction and business of infrastructure of Hai Phong International Gateway Port Industrial Park; approving adjustments to works and projects expected to require land recovery, projects expected to require conversion of rice-growing land use purposes in the city; tasks of general planning for the construction of the Southern Coastal Economic Zone of Hai Phong; list of public service services using the state budget in the fields of culture, family, physical education, sports, information, press, publishing and tourism in Hai Phong city.
