Ward 1 of Bao Loc was established by merging Ward 1, Loc Phat Ward, and Loc Thanh Commune (formerly Bao Loc City). The current Party Committee of Ward 1 of Bao Loc has 74 affiliated party branches with 1,362 party members.
After officially operating under the two-tiered local government model, local officials and civil servants have implemented tasks to ensure the system operates stably and effectively.

The basic socio -economic development indicators implemented by Ward 1 of Bao Loc have achieved noteworthy and positive results. In particular, Ward 1 of Bao Loc has taken over the former Bao Loc City People's Committee headquarters, which has recently been put into use with modern facilities and equipment. The Public Administrative Service Center also boasts modern facilities, equipment, and machinery.

From July 1st to 15th, the Public Administrative Service Center of Ward 1, Bao Loc, received nearly 1,800 visitors with 563 administrative procedure applications across all fields. To date, apart from 13 applications returned due to insufficient eligibility, all applications have been processed ahead of schedule or on time, achieving a 100% success rate.
According to the assessment on the National Public Service Portal, Ward 1 of Bao Loc achieved 75/100 points, ranking first among 124 communes, wards, and special zones in Lam Dong province in handling administrative procedures.

Ward 3 of Bao Loc was established by merging Loc Tien Ward, Loc Chau Commune, and Dai Lao Commune (formerly Bao Loc City). The ward's Party Committee has 66 subordinate Party organizations with 858 Party members.
During the 17 days of operation of the new commune-level government, the locality has effectively implemented socio-economic development, national defense, and security tasks.
The Public Administrative Service Center of Ward 3, Bao Loc, has received and processed 546 out of 730 applications within its delegated authority. With this result, Ward 3, Bao Loc, ranks 13th out of 124 communes, wards, and special zones in Lam Dong province in terms of handling administrative procedures.

Regarding the organization of the Party Congress at the commune level, to date, like other localities in the province, Ward 1 and Ward 3 of Bao Loc have basically completed the necessary preparations, including documents, visual decorations, propaganda, and related tasks, to organize the Party Congress for the 2025-2030 term.

During the meeting, representatives from the two wards raised several difficulties and challenges, and requested the province and relevant departments and agencies to address them, including: streamlining the process of handling administrative procedures on the electronic one-stop system; standardizing the civil registration database; allocating funds for purchasing equipment and machinery; and providing training and professional development for officials and civil servants.

In particular, some land procedures currently under the jurisdiction of the commune level, such as initial registration for land use certificates and changes in land use purpose, involve multiple trips to the land registration office, causing difficulties and inconvenience for citizens, and this needs to be resolved.

Comrade Bui Thang, Deputy Secretary of the Lam Dong Provincial Party Committee, acknowledged and commended the achievements of Ward 1 and Ward 3 of Bao Loc in implementing the task of operating the two-level government.

The Deputy Secretary of the Provincial Party Committee emphasized: The Public Administrative Service Center plays a particularly important role in the operation of the two-tiered government apparatus, so localities need to continue to build on the achievements, overcome difficulties, and continue to perform their assigned tasks well, ensuring smooth and effective operation for the service of the people.
The Party committees and authorities of the two wards have effectively directed and implemented tasks related to socio-economic development, Party building, strengthening the political system, and ensuring national defense and security in the new situation.

To gain the trust and satisfaction of the people, in addition to improving professional skills and expertise, the two wards must pay special attention to and instill in their officials and civil servants the importance of a positive attitude towards serving the people. They must always be cheerful when welcoming and guiding people thoroughly through the process of carrying out administrative procedures.
Regarding difficulties and obstacles in the operation of commune-level governments, especially the Public Administrative Service Center and its dilapidated premises, localities should promptly compile and submit proposals to the provincial departments and agencies for consideration and resolution.
For the Party Congress at the commune level, this is a particularly important political task. The Party Committees of the two wards need to make thorough preparations regarding documents, facilities, and decorations; intensify propaganda; and ensure security and order to serve the congress...
