For over a decade, hundreds of residents of Tin Phong apartment building (Dong Hung Thuan ward, Ho Chi Minh City) have still not received their ownership certificates due to a series of unresolved legal issues. This delay has caused residents anxiety and frustration as they are unable to buy, sell, transfer, or mortgage their own property.

Having moved in in 2015, Ms. Tran Thi Ngoc Dung (a resident of Tin Phong apartment building, Dong Hung Thuan ward) angrily shared that, despite having fulfilled 100% of her financial obligations to Hung Thinh Group, her family still hasn't received any ownership documents after 11 years. The ongoing dispute between the developer and the sales unit is putting residents at the greatest disadvantage.
According to the Department of Construction, the bottleneck lies in the fact that the investor was previously fined for arbitrarily changing the function of the first floor and has not yet fulfilled its obligation to pay the fine. In addition, prolonged disputes related to apartment sales contracts, maintenance funds, basement, etc., have also stalled the legal process.
Currently, the project is still under review by the Task Force 1645 of the Ho Chi Minh City People's Committee on April 28, 2026, awaiting guidance from relevant agencies.
