Men marry late, or have no chance to marry
According to the Ministry of Health , in Vietnam, the gender imbalance at birth is continuously high compared to the natural balance threshold of 103 - 107 boys/100 girls. Without effective intervention, a number of men will have to marry late, or will not be able to marry due to gender selection causing gender imbalance.

Specifically: in 2006, the sex ratio at birth was 109.8 boys/100 girls; in 2015, this ratio was 112.8/100; in 2024, it was 111.4/100.
According to forecasts, if the sex ratio at birth remains the same as it is now, Vietnam will have a surplus of 1.5 million men aged 15-49 by 2039, and this surplus will increase to 2.5 million by 2059.
This will lead to the risk of breaking down the family structure, a part of men will have to marry late, or will not be able to marry, leading to an increase in the trafficking of women, girls, prostitution, gender violence...
Controlling fetal sex selection to balance gender at birth
The Ministry of Health has completed the draft Population Law with the view of shifting the focus of population policy from family planning to population and development. Effectively control the rate of increase in the sex ratio at birth, moving towards bringing the sex ratio at birth back to its natural balance, by 2030 the sex ratio at birth will be below 109 boys/100 live birth girls.
Accordingly, four main groups of measures will be synchronously deployed: legal measures (regulating prohibited acts related to gender selection); measures to promote gender equality; economic and social support to create favorable conditions to reduce economic and cultural pressures leading to son preference; and community communication to change the whole society's perception of the value of women and girls.
In particular, the prohibited acts are: "Choosing the sex of the fetus in any form; researching, manufacturing, importing, and circulating products used in prenatal diagnosis and sex selection".
At the same time, draft regulations on controlling fetal sex selection to ensure gender balance at birth according to natural reproductive laws.
The administrative penalty for violations has increased to 100 million VND, 3 times higher than current regulations (maximum 30 million VND).
The draft Population Law is being consulted and is expected to be submitted to the National Assembly for approval at the 10th session in October 2025.
