The biggest challenge today is not just technological infrastructure or administrative institutions, but the digital skills gap, which leaves many citizens hesitant about online public services, wary of digital payment tools, or simply unsure how to use platforms that support remote learning, healthcare, and work.
In this context, the vigorous implementation of the "Digital Literacy Movement" is a concrete manifestation of a long-term, profound, and comprehensive orientation: For digital transformation to succeed, it must begin with people, with each individual.
Encouragingly, this spirit is not only evident in Da Nang, but has become vibrant and widespread throughout the country. From Hanoi to Ho Chi Minh City, Thai Nguyen, Can Tho... many localities nationwide are also implementing models such as: "Community Digital Technology Teams," "Digital Streets," "Digital Residential Areas"; and digital skills training classes for farmers, women, the elderly, etc.
These seemingly small activities are creating a silent revolution in every neighborhood and village. People are gradually developing the habit of using QR codes, registering for medical appointments via apps, paying taxes electronically, and so on.
Every small action is a step forward. Every citizen who understands and skillfully uses technology is a new bright spot on the national digitalization map.
If the literacy campaign of the past became a crucial driving force for Vietnam to eradicate ignorance, escape illiteracy, and acquire knowledge to build the country, then today, the level of digital skills普及 is also becoming a measure of social progress.
Basic skills for living and working in the digital environment are gradually being made available to a wider population. Just as literacy once opened doors to knowledge and opportunities, digital skills today are the "new key" that helps each individual avoid falling behind or becoming isolated in a rapidly changing world.
"Digital literacy for the masses" is not just an action program, but a call to action from the Party and the State, demanding the involvement of the government, the support of businesses, the pioneering spirit of young people, and above all, the proactive spirit of learning, dedication, and striving for excellence from each individual citizen. Digital transformation for the entire population must be a gradual process, spreading from the grassroots level and stemming from things that are familiar, practical, and useful to the people.
