Journey of experience and dedication

From being a staff member of the Provincial Party Committee Office, being assigned to the district to work, then going up to the remote border area to carry out new tasks when the two-level government came into operation, despite many difficulties and hardships, for comrade Nguyen Quoc Hanh, Party Secretary, Chairman of the People's Council of Thuong Trach commune, Quang Tri province, this is a journey of experience and dedication. Therefore, in any position, he always strives to complete the assigned tasks well.

During the days of July, when the two-level government had just come into operation, like many other localities, the work of perfecting the apparatus, assigning tasks to ensure smooth operations; the work of preparing for Party congresses at all levels... was carried out urgently and seriously by Thuong Trach commune. In the midst of such a busy schedule, comrade Nguyen Quoc Hanh still took some of his precious time to chat with us.

Talking about his work process, he said that on September 1, 2021, he was transferred from the Provincial Party Committee Office to work in Bo Trach district (old) and held the position of Head of the District Party Committee's Mass Mobilization Committee. At the 6th District Vietnam Fatherland Front Congress, he was elected to hold the position of Chairman of the District Vietnam Fatherland Front Committee from July 2024. After implementing the two-level government, he was entrusted with a new task in Thuong Trach commune as Party Secretary and Chairman of the Commune People's Council. A difficult, challenging but responsible journey for a cadre.

As Head of the District Party Committee's Mass Mobilization Committee, Comrade Nguyen Quoc Hanh always actively advised the Party on mass mobilization work, from the prevention and control of the COVID-19 pandemic to effectively implementing emulation movements and skillful mass mobilization models. Bo Trach is considered by the province as a "bright spot" in mass mobilization work, notably with the skillful mass mobilization model "Each commune helps each village". This is a good and meaningful model, bringing practical results, helping ethnic minorities develop production and improve their material and spiritual lives.

After more than 2 years of implementation, the model has received support from 22 communes and towns, helping 22 villages; implementing more than 100 models and tasks, worth over 5.3 billion VND and thousands of working days, contributing to reducing the poverty rate in the ethnic minority region from 78% to 60.65%. This model has been highly appreciated by the Provincial Party Committee Standing Committee and replicated throughout the province.

As Chairman of the District Vietnam Fatherland Front Committee, Comrade Nguyen Quoc Hanh has been proactive, closely following the work program, actively advising and changing the activities of the front. Notably, in 2024, he advised the Bo Trach District Party Committee (old) to establish a mobilization committee and organize a launching ceremony to support the northern provinces to overcome the consequences of storm No. 3 ( Yagi ).

As a result, the activity has attracted the attention and support of many organizations, individuals, philanthropists... with the amount of money raised over 9 billion VND. Responding to the movement to eliminate temporary and dilapidated houses, under the direction of the comrade, the Vietnam Fatherland Front Committee of the district has consulted and coordinated to mobilize all resources to complete 272 houses for poor and near-poor households, meritorious families and ethnic minority households, worth 10.6 billion VND, on schedule in June 2025.

Comrade Nguyen Ngoc Tuan, Party Secretary, Chairman of the People's Council of Hoan Lao Commune, former Secretary of the District Party Committee, Chairman of the People's Council of Bo Trach District (old) affirmed: "Comrade Nguyen Quoc Hanh always completed well the tasks assigned by the Standing Committee of the District Party Committee, in which, the outstanding model of skillful mass mobilization "Each commune helps each village" stands out. Based on the practical situation, he had concerns, researches and innovations to help the villages of Bo Trach District (old) have significant development and transformation, which were highly appreciated and widely replicated by the Standing Committee of the Provincial Party Committee. Implementing the model of 2-level local government, as a member of the Standing Committee of the District Party Committee, he had many open and constructive contributions for the common development; seriously implemented the assignment of the Standing Committee of the District Party Committee with new tasks when the new commune came into operation".

Implementing the two-level government, comrade Nguyen Quoc Hanh was transferred to Thuong Trach commune (formed on the basis of merging Tan Trach and old Thuong Trach communes) to hold the position of Party Secretary of the commune. Thuong Trach commune has a natural area of 1,095.78 km ² , with a border with Laos of more than 58 km long. Most of the villages are in the ethnic minority and mountainous regions of Region III; there are the Chut ethnic group with special difficulties and the Bru-Van Kieu ethnic group with many difficulties according to the decision of the Prime Minister .

Although working in a difficult area, with the efforts and consensus of the entire political system, comrade Nguyen Quoc Hanh and the leaders of Thuong Trach commune have deployed the operation of the two-level government in a systematic and initially smooth manner. All activities are assigned to groups to closely follow and serve the local people.

Sharing with us, comrade Nguyen Quoc Hanh said: “The transfer and assignment from the province to the district, now to the commune, for many people this may be a “step back”. But for me, this is the choice to contribute directly, closest to the people. The biggest challenge is not the position of work, traveling a distance of over 100km to get to work, but changing the mindset of cadres, building a government that is not passive, to truly “feel”, “touch” the difficulties of the people, bringing “trust” to the ethnic minority areas. That is the success of a cadre”.
