After years of anticipation, access to clean water for daily use is finally becoming a reality for the residents of the former Cap Tien commune (now Tan Minh commune). Tan Minh commune now has five water treatment plants supplying water to its residents (including the former Bach Dang, Doan Lap, Cap Tien, and Kien Thiet communes). A total of 9,312 households in the area now have access to clean water, reaching 100% coverage.
However, due to the depletion of raw water sources for clean water production and outdated treatment technology, the water quality supplied by the five mini-water treatment plants does not meet clean water standards, making it unsuitable for drinking and cooking.

In line with the city's policy of bringing clean water to rural areas, Tan Minh commune is actively implementing the process of transferring the water supply area from mini-water treatment plants to a unit with sufficient capacity to provide water that meets standards for the people.
Currently, within Tan Minh commune, the area formerly known as Cap Tien commune, which was supplied by Gia Hung Clean Water Service Cooperative, has completed the transfer of water supply operations to Hai Phong Water Supply Joint Stock Company.
Ms. Nguyen Thi Mai, residing in Kinh Luong 4 village, shared: "When the local government mobilized 1.9 million VND through social contributions to transfer the water supply area, my family supported it. The quality of water from mini water treatment plants is increasingly alarming, while clean water is becoming an essential need of life, directly affecting health and the environment."

Mr. Nguyen Van Buoi, Head of Thai Lai village (Tan Minh commune), happily stated: "Everyone in our village is very excited to hear that Hai Phong Water Supply Joint Stock Company will begin construction of the clean water pipeline network in early October. To support the construction unit as quickly as possible, we are actively disseminating information and mobilizing households along the roads and alleys to proactively move their belongings and hand over the construction site."
Meanwhile, Ms. Do Thi Len, Secretary of the Party Branch of Kinh Luong 5 village (Tan Minh commune), suggested: "As soon as the contractor starts construction, they should immediately inform the Party Branch committee and village officials so that they can coordinate and encourage households to promptly hand over the land for the water pipeline construction to ensure convenience and speed."

The project to install a clean water supply pipeline system in the former Cap Tien commune area is being invested in by Hai Phong Clean Water Joint Stock Company. According to Deputy General Director Trinh Anh Tuan, the company will invest in the entire main pipeline and the entire service pipeline network, with a total length of 37.5 km. The total investment is over 30.3 billion VND.
“After preparing the site and gathering materials and equipment, construction is expected to begin in early October 2025. According to the investor and the construction unit, the pipeline construction will take approximately 120 days. However, if the local government and people cooperate and the weather is favorable, the construction time can be shortened by 20 days. Before the Lunar New Year of the Year of the Horse, people in the former Cap Tien commune area will certainly be able to use water supplied by the unit,” Mr. Trinh Anh Tuan affirmed.

According to the Chairman of the Tan Minh Commune People's Committee, Dinh Van Nhanh, providing clean water is a commitment of the local government in its task of caring for the people's lives. Clean water is not simply a necessity for daily life, but is also directly related to health, the environment, and fulfilling the criteria for building a model new rural area.
The People's Committee of the commune requests that departments, specialized units, and villages proactively coordinate with the construction unit in handing over the land, quickly resolving any arising difficulties; regularly disseminate information and mobilize the people to actively participate in monitoring and supporting the construction work so that the project can be implemented smoothly and effectively... bringing clean water to Tan Minh soon.
Upon completion, the project will provide clean water to more than 1,650 households. The connection fee to each household (including water meters) of 2 million VND per household will be covered by the enterprise. The water source will be taken from the Cau Nguyet Water Treatment Plant via a D400 pipeline running along Provincial Road 354.
