Officers and soldiers of Da Loc Border Guard Station mobilized vehicle owners to sign a commitment to strictly comply with the law and not to illegally exploit seafood.
Located about 25km northeast of Thanh Hoa city center, Hau Loc district has a 12.5km long coastline, stretching through 6 communes: Hoa Loc, Hai Loc, Minh Loc, Ngu Loc, Hung Loc and Da Loc. The whole district has 22,918 households, with 98,995 people (of which 1,070 households with 4,848 people follow Catholicism), 601 vehicles and 2,705 workers working in seafood exploitation at sea. People's lives still face many difficulties, reflected in low and uneven average income.
Immediately after the Prime Minister's Directive 01 was issued, Hau Loc District People's Committee developed Plan No. 06/KH-UBND dated January 13, 2016 on implementation. The district has thoroughly disseminated it to all agencies and units in the district. At the same time, it established a district-level steering committee, assigned specific tasks to each unit, clearly defined the responsibilities of key cadres at all levels and promoted the role of the masses in protecting the sacred sovereignty of the sea and islands of the Fatherland. The district assigned the Department of Justice, Da Loc Border Guard Station, and People's Committees of communes to regularly maintain and improve the "Self-management of security and order teams", "Safe ship and boat teams"; "Safe harbors", and mobilize people to strictly comply with the Party's guidelines and the State's policies and laws.
In addition, the district promotes propaganda and mobilization work with the motto "Listen to people, speak so that people understand, make people believe". The forms of propaganda are innovated flexibly, creatively, and suitable for each target audience - from concentrated propaganda through mass media, to integration in meetings, community activities, cultural and artistic activities, physical education and sports ...
Over the past 10 years, Hau Loc district has organized 1,187 propaganda sessions with over 125,960 participants. Hundreds of documents, leaflets, and posters have been distributed to villages and hamlets. In particular, 6 legal and career counseling clubs have been established at border units and commune People's Committees, becoming an effective bridge between policy and people. Propaganda work has also been carried out through 160 news, articles, and reports on mass media.
Along with propaganda work, Hau Loc district also integrates the movement to protect sea and island sovereignty with other movements such as: "All people unite to build a cultural life", "All people protect national security", "5 no, 3 clean", "Building a happy cultural family"... and meaningful programs such as: "Accompanying women in border areas", "Helping children go to school", "Adopted children of border guards", "Border guards warm the hearts of coastal people", "Comrades' house", "For community health"... Through these programs, the district has sponsored 6 poor students, provided material support and learning tools worth 270 million VND; given gifts to policy families and poor households on holidays and New Year, worth hundreds of millions of VND; organized medical examinations, treatment, and provided free medicine to people in coastal areas.
The outstanding results of the movement are the formation of 39 self-managed safe harbor teams with 160 members and 65 self-managed security and order teams with 192 members. These teams have become the "extended arms" of the border guard force, providing 300 sources of information on the activities of foreign vessels violating Vietnam's waters, vessels violating IUU regulations; promptly supporting search and rescue of vessels in distress at sea. Notably, Da Loc Border Guard Station has coordinated propaganda and mobilized 100% of local households and 600 owners of offshore fishing vessels and captains to sign a commitment to strictly comply with the law, not to exploit seafood illegally, and not to violate foreign waters.
Along with propaganda and mobilization work, the functional forces of Hau Loc district have synchronously deployed professional measures, maintained regular patrol and control activities in the sea area. Over the past 10 years, Da Loc Border Guard Station has presided over the arrest and prosecution of 10 cases with 12 subjects, seized 3,539 grams of heroin and 1,000 detonators; handled nearly 60 administrative violations in the fields of fisheries, maritime, natural disaster prevention, forestry, security and order, inland waterway traffic, and paid the State budget 230 million VND.
In the context of the complicated developments in the world and the region, the task of protecting territorial sovereignty and national border security poses new requirements and challenges. Hau Loc district has set out key directions and tasks for the coming time, focusing on continuing to thoroughly grasp and effectively implement policies related to the task of socio-economic development and strengthening national defense and security in border areas and sea areas. In particular, the district will focus on building a truly clean and strong grassroots political system, capable of leading, managing and organizing the implementation of all tasks; maintaining and replicating effective models such as self-management of security and order, safe boat and boat teams, safe harbors; continuing to promote the strength of national solidarity, building a solid people's position at sea, contributing to firmly protecting the sacred sovereignty of the Fatherland.
