
Resolving difficulties after merger
The reorganization of commune-level administrative units and the operation of the two-level local government model led to the suspension of the district-level voluntary blood donation steering committee; at the same time, the commune-level voluntary blood donation steering committee, after its establishment, has not yet been fully established. This is the main reason why the organization of voluntary blood donation in the city has encountered difficulties in recent times.
In that situation, on August 15, the City's Steering Committee for Voluntary Blood Donation issued a document to promote voluntary blood donation to reduce the risk of anemia in emergency and treatment. The Hai Phong Red Cross Society - the Standing Office of the Steering Committee, called on agencies, units, businesses and localities to coordinate implementation; strengthen propaganda and mobilize cadres, party members, civil servants, public employees, workers and people living and working in the area to actively donate blood.
As a pioneer and direct recipient of donated blood, on August 22, the City Department of Health issued an official dispatch requesting its affiliated units, hospitals of ministries, branches, private facilities and general clinics in the area to promote voluntary blood donation and implement related contents. Viet Tiep Friendship Hospital was assigned to preside over and coordinate with Hai Duong General Hospital and units in the city to develop a general plan, prepare adequate facilities, and ensure safe and effective blood donation.

Ensure adequate resources
Since mid-August, the blood reserve has gradually decreased. According to the report of the Hematology - Blood Transfusion Center (Viet Tiep Friendship Hospital), there has been a shortage of blood for emergency and treatment purposes. The amount of blood received mainly comes from small blood donations organized by volunteer clubs. To promptly replenish the blood supply, the Hai Phong health sector organized a large-scale blood donation campaign with the theme "Red Drops of Love" on September 10 and 11, mobilizing medical staff in the eastern part of the city to participate, resulting in 498 units of blood collected.
Then, on September 13, the Steering Committee for Voluntary Blood Donation in Hong An Ward - one of the commune-level units that quickly completed the steering committee after the reorganization - organized the first Blood Donation Festival in 2025 with the message "Every drop of blood given - A life remains". The festival received 195 units of blood from cadres, civil servants, public employees, workers and people in the area.
"With this approach, we have strengthened the blood bank, ensuring enough blood for emergency and treatment purposes, so we no longer have to mobilize patients' relatives to donate blood. This is a practical work," said Dr. Hoang Van Phong, Director of the Hematology and Blood Transfusion Center, member of the City's Steering Committee for Voluntary Blood Donation.
In the western part of the city, blood donation activities have also been actively implemented to ensure enough blood for treatment and emergency care at medical facilities. Immediately after the reorganization of the commune-level administrative units, the Hai Phong Red Cross Society proactively opened a fixed blood donation point at the association's second facility at No. 2, Phan Boi Chau Street, Thanh Dong Ward. This facility has been operating since July 20 and receives people to donate blood.
Ms. Nguyen Thi Mung, officer in charge of the Office of the Steering Committee for Voluntary Blood Donation at the second facility of the City Red Cross Society, said that the unit actively mobilized many agencies, units and enterprises to organize voluntary blood donations on the spot. In recent times, many blood donations have been successfully organized in communes such as Lac Phuong, Tu Ky, Tan Ky, as well as at enterprises such as Brother Vietnam Industrial Co., Ltd., Hyundai Kefico Vietnam, UMC Vietnam Electronics, etc.
Thanks to close coordination and efforts to mobilize, since the reorganization of commune-level administrative units, the Office of the Steering Committee at Base 2 has coordinated to receive nearly 3,000 units of blood, basically meeting the blood needs at medical facilities in the western region of Hai Phong.
Despite the difficulties, for now, the blood supply for emergency and treatment in Hai Phong is guaranteed to be stable. However, from now until the end of the year, especially during the Lunar New Year, the demand for blood for emergency and treatment for patients may increase. Dr. Hoang Van Phong added: "We hope that the people of the city will continue to join hands in donating blood voluntarily at fixed blood donation points in the area. In particular, the Hematology - Blood Transfusion Center, Viet Tiep Friendship Hospital always receives blood on weekdays."
