The 11th Provincial People's Council held its 48th session.

In October, the Standing Committee of the Provincial People's Council and its various committees effectively performed their functions, duties, and powers as prescribed by law. This included focusing on preparing for and organizing extraordinary sessions to promptly pass resolutions within their authority, creating a legal basis for implementing the province's socio -economic development tasks. They also organized thematic meetings with constituents and conducted thematic supervision as planned. They directed the preparation for the Provincial People's Council sessions, especially the regular session at the end of 2024. They held the Standing Committee of the Provincial People's Council meeting as prescribed. They received citizens and urged the resolution of complaints and denunciations. They provided advice and opinions on matters assigned by the Standing Committee and the Provincial Party Committee.

In November, the Standing Committee of the Provincial People's Council directed the preparation for the organization of the Provincial People's Council sessions, especially the regular session at the end of 2024; and supervised the implementation of socio-economic development targets and tasks for 2024. It continued to conduct thematic supervision on the proposed list of land acquisition projects and the results of implementing the Provincial People's Council resolution on approving the list of projects requiring land acquisition and the list of projects for converting rice cultivation land use from 2021 to 2023. It organized explanations at the Standing Committee meeting of the Provincial People's Council. It coordinated the organization of training on operational skills for People's Council representatives at all levels. It organized meetings between Provincial People's Council representatives and voters before the regular session at the end of 2024. It organized citizen reception, processing, and follow-up on the resolution of voter petitions, complaints, denunciations, and feedback from citizens in accordance with the law.

Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, presided over the meeting.

At the meeting, the Economic and Budget Committee and the Culture and Social Affairs Committee of the Provincial People's Council reported on the results of their review of 13 draft resolutions to be submitted to the 21st session of the 11th Provincial People's Council - a specialized session, scheduled to be held in November. These resolutions included: supplementing and adjusting the medium-term public investment plan for the period 2021-2025 using local budget funds; adjusting the operating budget for implementing national target programs; allocating regular budget expenditures to localities; adjusting the investment policy for the project connecting the North-South Expressway with National Highway 1 and the Ca Na General Seaport…

Concluding the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Standing Committee, the Committees, and each delegate of the Provincial People's Council to continue to uphold their sense of responsibility and strengthen coordination to complete the tasks and plans set out for November. The Provincial People's Committee and relevant departments and agencies should continue to research, review, supplement, and finalize the content of the draft resolutions to be submitted at the 21st Session; the Committees of the Provincial People's Council should monitor, urge, and coordinate with relevant departments and agencies to effectively carry out the verification work so that the draft resolutions submitted at the session are of high quality and feasibility, serving as a basis for reporting to the Standing Committee of the Provincial Party Committee for guidance to ensure effective organization in accordance with the law. In addition, attention should be paid to the work of engaging with voters before the year-end regular session; relevant departments and agencies should review the results of resolving and responding to voters' requests.
