FPT Corporation has cooperated with the Department of Technology, Digital Transformation and Automation - Tax Department to complete the conversion of data and key information technology systems in a short time, ensuring smooth operations from the first day.
Accordingly, the application of personal identification codes instead of tax codes is not simply a technical change, but a breakthrough in administrative reform and modern tax management. Tax data is directly connected to the population database, helping to minimize fraud, simplify procedures and create a foundation for developing a transparent and effective public finance system.
In addition, the Tax Department converted from 20 reorganized regional Tax Branches into 34 provincial and municipal Tax Departments; 350 district-level Tax Teams were organized into 350 grassroots Tax Departments under 34 provincial and municipal Tax Departments to manage down to the commune level.
The new model is a process of rearranging the entire organizational apparatus, adjusting information technology applications and especially changing tax management rights when there are changes at the ward and commune levels. The Tax Department will unify in directing and operating tax and budget management in the area, contributing to implementing administrative reform and more effective administrative procedures.
To carry out these tasks, FPT accompanies the Technology, Digital Transformation and Automation Department - Tax Department to upgrade a series of key information technology systems including: Centralized Tax Management (TMS), Business Registration (DKDN), Connection, Integration, Data Sharing (Datahub), Taxpayer Information Analysis, Risk Assessment (TPR),...
At the same time, FPT also directly supports tax authorities at all levels in the process of reviewing and converting data, supporting the use of tax application systems and supporting tax IT infrastructure. The conversion campaign was urgently implemented by FPT team in collaboration with the Tax Department from the beginning of June with a spirit of urgency regardless of weekends, continuously every minute and every hour, ensuring seamless and uninterrupted operations for people and businesses.

Mr. Pham Quang Toan, Head of Technology, Digital Transformation and Automation Department - Tax Department, commented: "I appreciate FPT's efforts in accompanying the Tax Department to deploy the IT system according to the two-level government model and use personal identification codes instead of tax codes. These are new policies, with a huge amount of work and considerable pressure, but when successfully operated, they will bring practical benefits to the people."
"Reality shows that each dollar invested in IT for the tax sector can bring hundreds, thousands of times more value to the country. And FPT is one of the trusted partners that has been accompanying the Tax Department to create those positive values," Mr. Pham Quang Toan affirmed.
The upgraded IT system fully meets tax operations, in line with the two-tier government model, replacing the old three-tier model (province - district - commune). With this change, the tax authority will operate more closely with local authorities, while minimizing overlap in operations, improving service efficiency for people and businesses.

Mr. Nguyen Van Khoa, General Director of FPT Corporation said: “The project to deploy a two-tier local government model and apply personal identification codes instead of tax codes is an important milestone in the process of modernizing the tax sector and improving national governance capacity. FPT Corporation is proud to continue to accompany the Tax Department in this special transition period - as an important next step in the journey of more than 26 years of close cooperation between the two parties."
"This is not only a technological task, but also a national mission that FPT is always committed to serving: contributing to promoting digital transformation, building a modern public administration and finance, and increasingly better serving people and businesses," Mr. Nguyen Van Khoa emphasized.
Since 1999, FPT has been assigned many times to deploy important information technology systems for the Tax Department (formerly the General Department of Taxation) - from centralized tax management platforms, business registration, data connection, to modern analysis and risk assessment systems...
The journey to simultaneously deploy a two-tier local government model and use personal identification codes to replace tax codes marks an important turning point in the process of modernizing the tax sector.
This is not just a change in technology or organization, but a comprehensive transformation in management thinking - towards a streamlined, effective, efficient tax system, with data as the foundation and people and businesses as the center of service. This milestone also contributes to realizing the goal of building a modern administration, national digital finance and a transparent, synchronous public administration system nationwide.
