How will the Ho Chi Minh City healthcare system be after the merger of Binh Duong and Ba Ria - Vung Tau?

The Ho Chi Minh City Department of Health has proposed a plan to maintain and keep existing hospitals and social protection facilities after merging with the two provinces. These public service units will be under the Ho Chi Minh City Department of Health.

On May 8, the Ho Chi Minh City Department of Health said it had sent a document to the Ho Chi Minh City People's Committee and the Department of Home Affairs proposing a plan to reorganize the administrative apparatus, specialized agencies, and public service units in the health sector when implementing a two-level government.

How are the medical units after the merger with the two provinces?

In this document, the Department of Health proposed a plan to merge specialized departments and branches after merging the two provinces of Binh Duong and Ba Ria - Vung Tau .

Specifically, after the arrangement of the two provinces, the Ho Chi Minh City Department of Health includes 12 specialized departments: Department Office, Personnel Department, Information Technology Department, Health Department Inspectorate, Financial Planning, Medical Operations... In particular, the Food Safety and Hygiene Department of the two provinces will be merged into the Ho Chi Minh City Department of Food Safety.

In addition, Ho Chi Minh City will have 6 specialized centers such as: Center for Disease Control, Medical Assessment Center, 115 Emergency Center...

Ho Chi Minh City Department of Health proposed to temporarily maintain the organization and operation of medical centers and medical stations in the provinces as they are now, including: Binh Duong (9 medical centers, 91 medical stations), Ba Ria - Vung Tau (7 medical centers, 79 medical stations).

After completing the merger, the current status of the organization, facilities, human resources and medical examination and treatment needs in related areas will be surveyed.

For hospitals, after the merger, the Ho Chi Minh City Department of Health proposed to basically maintain and keep the existing medical examination and treatment facilities (general, specialized, regional) and social protection and social assistance facilities.

These public service units will be under the Ho Chi Minh City Department of Health after being reorganized to maintain the provision of basic and specialized medical examination and treatment services and social assistance and social work services to meet the needs of the people.

Proposal to establish 10 regional medical centers in Ho Chi Minh City

The Ho Chi Minh City Department of Health also proposed to reorganize, the city will have 10 regional medical centers without inpatient beds, under the Department of Health, according to the principle of arrangement suitable to geographical characteristics and population size.

Each regional health center will be in charge of about 1 million people. For Cu Chi and Can Gio, due to geographical characteristics, although the population is less than 1 million, 2 regional health centers will be arranged for these 2 areas. The remaining 8 regional health centers include: 1 in Thu Duc and 7 in the remaining areas.

Of the total 2,361 medical staff (including 468 doctors) of the existing medical center, they will be selected and assigned to work at the regional medical center, while the rest will be used to strengthen the human resources for ward and commune health stations.

The Department of Health assessed that this plan streamlines the apparatus, reduces 12 existing medical centers, is in line with the modernization trend, and improves investment efficiency and the quality of medical services.

Regarding health stations, the Ho Chi Minh City Department of Health proposed that each administrative unit at the commune and ward level establish a main health station and stations under the health station (existing health stations in the ward that are not selected as main facilities will become stations under the ward and commune health stations).

This plan helps to focus resources on the main health station with full facilities and human resources, while saving costs, streamlining the apparatus and facilitating management. The name of the main health station is taken from the name of the new ward or commune after the arrangement.

According to this list, Ho Chi Minh City will have 102 medical stations with an estimated workforce of more than 3,600 and needs to add more than 1,500 people.
