HNN.VN - On November 25th, continuing the program of the 10th Session of the 15th National Assembly, the National Assembly discussed in groups two topics: the investment policy for the National Target Program on modernization and improvement of the quality of education and training in the period 2026 - 2035; and the investment policy for the National Target Program on healthcare, population and development in the period 2026 - 2035.

The delegation of National Assembly deputies from Hue City participated in discussions in Group 6 along with the delegations from Lang Son and Dong Nai .

Enhancing digital transformation in healthcare

Regarding the National Target Program on healthcare, population, and development for the period 2026-2035, Representative Nguyen Hai Nam ( Hue City National Assembly Delegation) proposed setting specific targets such as: reducing the mortality rate from non-communicable diseases (NCDs) by 20% by 2035; achieving 100% electronic personal health records; and reducing household healthcare costs for chronic diseases by 30%.

Representative Nguyen Hai Nam emphasized the challenges facing healthcare, including rapid population aging, emerging infectious diseases, mental health, non-communicable diseases, and climate change. Therefore, it is crucial to strengthen digital transformation in healthcare. "Electronic health records and the application of AI in healthcare must become an important component of the program, especially now that Vietnam has a law on artificial intelligence," Mr. Nam stated. He also proposed clarifying the mechanisms for decentralization, delegation of authority and responsibility; and expanding the mechanism for mobilizing investment through public-private partnerships (PPP) to improve the quality of care for the elderly, chronic diseases, and preventive healthcare services.

Regarding primary healthcare, Mr. Nam proposed perfecting the smart health station model with five functions: chronic disease management; immunization; maternal and child health care; telemedicine; and digital management. Delegate Nguyen Hai Nam also suggested researching the family doctor model, standardizing the workforce size according to population; and considering the application of an Essential Health Package with clear payment and co-payment mechanisms.

Given the trend of an aging population, Mr. Nam suggested further research into long-term care insurance models, learning from the experiences of Japan and South Korea; and simultaneously developing a network of community mental health centers in districts and counties to screen and intervene early in disorders such as depression and anxiety - issues that are profoundly affecting society.

Towards modern education and international integration.

In the field of education, delegate Nguyen Hai Nam proposed including measurable goals in the program that are consistent with the requirements of digital transformation and the Fourth Industrial Revolution. Mr. Nam outlined several targets, such as: by 2030, 70% of educational institutions will meet digitalization standards; at least 90% of teachers and lecturers will meet new professional standards; 50% of high school students will participate in STEM and AI; 80% of the workforce will have access to training and skills development through open education models; the number of schools meeting international standards will triple compared to 2025; and a cross-border education ecosystem will be developed.

Representative Nguyen Hai Nam affirmed that the application of AI and the Internet in education is an unavoidable trend. The challenge lies in building mechanisms to mitigate negative impacts and effectively exploit positive aspects to improve public knowledge, skills, and scientific and technological capabilities, contributing to the goal of developing a strong and prosperous nation.

Representative Nguyen Thi Suu (Deputy Head of the Hue City National Assembly Delegation) expressed concerns about the feasibility of some ambitious goals, such as 100% of teachers meeting standards by 2035 or having higher education institutions ranked among the top 100 in the world. According to Ms. Suu, a clear roadmap for each stage is needed: by which year will 50% be achieved, by which year will 70% be achieved, and by which time will 100% be reached. "Without a specific roadmap, the goals will be merely symbolic," Ms. Suu emphasized.

Ms. Nguyen Thi Suu also suggested that education and health programs should be linked to international standards, referencing reputable indicator sets such as PISA, TALIS, PIA… to ensure integration and independent evaluation.

Regarding the beneficiaries, Ms. Suu noted that the draft did not clearly specify schools outside the scope of support, namely educational institutions of particular importance to disadvantaged areas and ethnic minority regions. She suggested adding a regulation so that these schools could be considered under a separate mechanism when they have specific needs, ensuring fairness and that no eligible individuals are left out.

Regarding the component projects under the National Target Program for Education and Training, Representative Nguyen Thi Suu noted that the total investment is very large but there has been no detailed assessment of needs and effectiveness. Ms. Suu cited Project 3 – investment in infrastructure – with a total capital of up to 277,000 billion VND for the period 2026-2035, and over 60,000 billion VND for the initial phase alone. Representative Nguyen Thi Suu requested that the Ministry of Education and Training develop a report assessing the needs and effectiveness of each component project before approval, in order to avoid waste and ensure efficient use of resources.
