On November 15th, the Scientific Council of the Central Party Agencies, in coordination with the Editorial Board of the Communist Magazine, organized a national scientific conference: “The New Era, the Era of the Vietnamese Nation's Advancement - Theoretical and Practical Issues”.

Attending the seminar were: Lai Xuan Mon, Deputy Head of the Standing Committee of the Central Propaganda Department and Chairman of the Scientific Council of the Central Party Agencies; Le Quoc Minh, Deputy Head of the Central Propaganda Department, Editor-in-Chief of Nhan Dan Newspaper, and President of the Vietnam Journalists Association ; Le Hai Binh, Editor-in-Chief of the Communist Magazine; and To Thi Bich Chau, Vice President of the Central Committee of the Vietnam Fatherland Front. This was the first national-level scientific seminar on the new era, the era of the Vietnamese nation's progress.
Renew yourself, break through with breakthroughs.
Speaking at the seminar, Professor Phung Huu Phu, former Standing Vice Chairman of the Central Theoretical Council, stated that under the leadership of the Party founded and nurtured by President Ho Chi Minh , the Vietnamese nation has gone through two eras: the first era from 1930 to 1975; and the second era from 1975 to 2025. These two eras have gloriously accomplished historical tasks, creating a solid foundation for Vietnam to enter its third era: the era of national resurgence, which began at the 14th National Congress of the Party.
Regarding the demands of the nation's current era of progress, Mr. Phu believes that a "double breakthrough" is necessary. Firstly, a breakthrough in modern technology in high-tech and digital fields where Vietnam has advantages, and modern national governance based on a digital government, digital society, and digital citizens to create remarkable development in the economy, culture, society, national defense, security, and foreign relations. Secondly, a breakthrough in addressing bottlenecks and weaknesses that are hindering the country's development.
Furthermore, a breakthrough in mindset is needed. The Fourth Industrial Revolution and subsequent revolutions are disrupting and will continue to disrupt the thinking of every nation and every individual, thus requiring a renewal of thinking and awareness based on inheritance and the ongoing process of innovation. Therefore, it is necessary to adopt innovative thinking from around the world that is compatible with digital technology, breakthroughs in science and technology, and the training of national human resources...
“We must also frankly acknowledge that many resources have been lost and not fully utilized. Therefore, the new era demands fundamental changes, preserving and effectively nurturing the country's resources. Every penny, every grain of rice, every square meter of forest land, every ore extraction, every hour, every day of labor, the potential of each individual needs to be cultivated and unleashed to create material wealth. Saving and combating waste and loss, thrift and diligence in building the country must become a national policy, a political task of Party organizations, the political system, and the conscious efforts of every Vietnamese person in the new era,” Mr. Phu stated, outlining solutions while also asserting that: The new era places the primary requirement on enhancing the leadership and governing capacity of the Party, building a Party that truly represents the intellect, honor, and conscience of the nation. The leadership of the Party is the leading factor determining the victory of the Vietnamese revolution – a truth that has been distilled from the history of the Vietnamese revolution.
Mr. Le Hai Binh, Editor-in-Chief of the Communist Magazine, raised the issue that we need to renew ourselves to adapt to new requirements. Accordingly, Vietnam has integrated with the world and, together with the world, is addressing global issues, therefore it must take responsibility in global matters.
Therefore, according to Mr. Binh, it is necessary to recognize the importance of innovation and progress, but how to spread the spirit of innovation and the general awareness of the era of progress, and the requirements of each individual in this new era. Enhancing the Party's leadership and governing capacity is crucial. Through each era and stage, the Party has demonstrated its intellectual prowess and fighting spirit in each breakthrough period. A streamlined, efficient, and effective apparatus is what needs to be reformed and streamlined. “General Secretary To Lam pointed out that the cumbersome, multi-layered administrative apparatus, which accounts for 70% of the state budget, leaves little for investment and development, therefore, it must be streamlined. Achieving this requires consensus, unity, dedication, and even sacrifice from Party members and officials, including those whose interests are affected. The participation of the entire society in this endeavor is essential for the nation and its people to rise. “Having an effective and efficient governance system is a vital requirement in the current context. To achieve this, we must address the bottlenecks within the bottlenecks, which is the institutional issue, and aim for a streamlined, strong, efficient, and effective system,” Mr. Binh said.
Determined to streamline the organizational structure.
Associate Professor Dr. Le Minh Thong - former assistant to the Chairman of the National Assembly - believes that General Secretary To Lam's message about the new era, the era of national resurgence, can be seen as a call to arms for the entire Party and the entire people to embark on a new endeavor.
According to Mr. Thong, we are entering an era of national resurgence. This is a comprehensive, nationwide revolution under the leadership of the Party, requiring the reorganization of forces and the restructuring of organizational models to create new driving forces and resources. From there, we can create breakthroughs, leading our nation towards a developed, high-income country.
According to Mr. Thong, among the seven directions for national development outlined by General Secretary To Lam, four relate to institutional issues. Institutional issues can be considered a fundamental bottleneck and a challenge that must be overcome.
Mr. Thong analyzed that in order to create a streamlined, effective, and efficient political system, the Party must take the lead in reforming itself in terms of organization and operation. If the Party does not reform itself to lead the entire reform process, it will be difficult to create new momentum for the whole society to follow suit. “We need to focus on reforming the organizational structure and personnel, as this is a very fundamental step in creating new impetus for reforming the entire social system. Besides that, we need to shift our mindset from power to service. Accordingly, the State should only do things that society, the economy, and businesses cannot do, rather than taking on too much,” Mr. Thong pointed out, stating that the State must streamline itself and resolutely build a multi-sectoral and multi-field apparatus to reduce the size of the system. Along with that, each part of the State apparatus must also be streamlined.
"The key to reforming the administrative apparatus relates to people. If the apparatus is streamlined but the human resources are not qualified, then the streamlining will not be effective. Therefore, the core of streamlining the apparatus must be improving the quality of the staff and civil servants," Mr. Thong said.
According to Associate Professor Dr. Vu Trong Lam, Director and Editor-in-Chief of the National Political Publishing House, our country is entering a new period of development with very high demands, because we have many opportunities and great advantages, but also very serious difficulties and challenges. Therefore, more than ever, personnel work must be given special attention. Only when personnel work is done well can the goal of entering a new era be realized.
The era of Vietnam's national resurgence.
Associate Professor Dr. Vu Van Phuc - Vice Chairman of the Science Council of the Central Party Agencies - emphasized that after 40 years of reform, Vietnam's foundation, potential, position, and international prestige have been increasingly enhanced. Never before has our country possessed such a foundation, potential, position, and international prestige as it does today. The achievements after 40 years of reform are the foundation and important conditions for Vietnam to realize its strategic vision, enter a new era, an era of national progress, and build a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.
Speaking at the conference, Lai Xuan Mon, Deputy Head of the Standing Committee of the Central Propaganda Department and Chairman of the Scientific Council of the Central Party Agencies, emphasized that General Secretary To Lam, in his recent important articles and speeches, has addressed the issue of a new era, an era of national progress for Vietnam. According to Mr. Mon, over the past nearly 40 years, the entire Party, people, and army have resolutely and decisively carried out the reform process, achieving great achievements of historical significance. The goals and major contents of the era of unification and reform have been basically completed, allowing our country to enter the third era of national progress: the era of prosperity and happiness.
“Humanity is entering a new, rapid period of development, with many significant and fundamental changes, presenting both new challenges and creating new opportunities for development. This is the historical starting point in the development process; the country is entering a new era, an era of the Vietnamese nation's rise. Thus, Vietnam's entry into an era of breakthrough development, beginning with the 14th National Congress, is consistent with the objective laws of the Vietnamese revolution and the trends of the times,” Mr. Mon said, expressing confidence that the opinions of delegates, experts, and scientists at the conference will provide solid scientific arguments, contributing to clarifying theoretical and practical issues about the new era, the era of the Vietnamese nation's rise, and contributing to the development of the content of the Party's 14th National Congress documents.
