Effectiveness of policies to support collective economic development

The province currently has 131 cooperatives, with a total registered capital of over 261 billion VND. Of which, 101 cooperatives operate in the agricultural sector; 9 cooperatives operate in industrial production and construction; 10 cooperatives in the trade and service sector; 8 cooperatives provide transportation services and 3 People's Credit Funds. In order to effectively perform the state management function of the market economy in the area, the Provincial People's Committee regularly reviews, consolidates and perfects the Provincial Steering Committee for Market Economy Development to direct, coordinate, inspect and urge the implementation of programs and plans on market economy development; at the same time, issues many documents directing relevant departments and branches to increase support and promptly remove difficulties and obstacles for the market economy and cooperatives.

In addition, implementing Decision No. 729/QD-UBND dated November 11, 2021 of the Provincial People's Committee approving the Program to support the development of collective economy and cooperatives for the period 2021-2025, departments, branches, and localities promote propaganda, consulting, and guidance on developing production and business plans, charters, records, and procedures for establishing and registering cooperative activities; implementing support policies on taxes, insurance, land, credit, construction of production and processing infrastructure; integrating the allocation of public funds for national target programs to promote trade and expand the consumption market for cooperative products. Specifically, the Department of Agriculture and Environment advised the Provincial People's Committee to allocate capital from the National Target Program on New Rural Development to support agricultural restructuring and rural economic development of nearly 16.2 billion VND; Sending 29 young workers with technical expertise and university-level accounting to work at agricultural cooperatives; supporting the development and registration of OCOP honey product trademarks of Suoi Da Agricultural Production and Service Cooperative (Thuan Bac) and supporting packaging and stamp printing costs for Phuoc Vinh 59 Agricultural Materials Trading, Agricultural Product Purchasing and Processing Cooperative (Ninh Phuoc).

In addition, the Department of Science and Technology also supports the registration of intellectual property rights, designs a product brand identification system to serve the introduction, promotion, and construction of traceability stamps for OCOP products of 5 agricultural service cooperatives; deploys for 5 members of Thai An Agricultural Service Cooperative (Ninh Hai) to pilot the model of organizing and managing geographical indications " Ninh Thuan " for grape products; supports the development of the collective brand "Tuan Tu Asparagus" for Tuan Tu Service Cooperative (Ninh Phuoc) and supports a number of cooperatives to participate in technology market development activities, technology exhibitions, and specific products, with a budget of over 162 billion VND. Regarding trade promotion support, the Department of Industry and Trade has coordinated with relevant units to organize 25 OCOP booths, typical of the province at the Food Festival - Welcoming the New Year 2024; Organize trade connections for cooperatives to participate in displaying booths at Vinpearl Harbour Nha Trang commercial area and participate in forums at the 2024 Vietnam Export Goods Fair...

Through the companionship and support of functional sectors and localities, agricultural cooperatives are increasingly operating stably, organizing production, providing essential services for members and farmers; at the same time, linking with businesses to build stable sustainable production value chains with key agricultural products such as rice, grapes, apples, asparagus, and melons. Particularly, cooperatives operating in the fields of industry, construction; trade, services; and transportation business are also gradually consolidated, innovating management organization, overcoming losses, preserving capital, doing profitable business, contributing to creating many jobs and stable income for members and workers. The average revenue of cooperatives in 2024 is estimated at 2.3 billion VND; the average income of regular workers in cooperatives is 61 million VND/person/year.

At the recent working session with the National Steering Committee on Economic Collective Structure, Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, said: In addition to the achieved results, the internal capacity of some cooperatives is not really strong; although the staff of cooperatives has changed, it has not met the requirements of the tasks in the new situation. Financial capacity is still limited, so they have not boldly implemented joint ventures and associations to open new business lines... To promote the development of economic collective structure in the coming time, in addition to promoting propaganda and dissemination of resolutions and action programs of the central and provincial governments on economic collective structure, the province focuses on implementing support policies on the basis of exploiting industries and fields with potential and strengths of the locality. Strengthening the linkage between cooperatives and other economic organizations, in order to mobilize maximum resources to expand the scope of operations, scale of production and business.
