Effectiveness of mass mobilization work in ethnic minority areas

Vinh Phuc has more than 40 ethnic groups living, with more than 55,000 people, accounting for 4.8% of the population, mainly San Diu, Dao, Cao Lan, Tay, Muong, Nung ethnic groups... In the period of 2021 - 2025, Vinh Phuc has 11 communes and towns in ethnic minority and mountainous areas in 5 districts and cities including: Tam Dao, Song Lo, Lap Thach, Binh Xuyen and Phuc Yen.

Identifying mass mobilization work as an important "bridge" between the Party and the people, the Provincial Party Standing Committee has issued many resolutions, directives, and specific action programs to improve the effectiveness of this task in ethnic minority areas.

The Provincial Party Committee's Propaganda and Mass Mobilization Department closely coordinates with the Department of Ethnic Minorities, the Vietnam Fatherland Front Committee and socio -political organizations to effectively implement ethnic programs and policies associated with propaganda and mobilization of ethnic minorities to promote internal strength, self-reliance in economic development and sustainable poverty reduction.

Party committees and authorities at all levels in the province actively consolidate and improve the team of cadres doing mass mobilization work and prestigious people among ethnic minorities to promote the role of a bridge and improve the effectiveness of mass mobilization work at the grassroots level.

Maintain strict implementation of legal regulations on citizen reception; promptly resolve people's legitimate and legal petitions and aspirations, thereby contributing to building a harmonious and united relationship with the people.

Proactively grasp the situation and ideological developments among the people, at the same time, promote the dissemination of the Party's guidelines and policies, the State's policies and laws to the people, especially ethnic minorities.

Promote the exemplary role of cadres and party members to spread the image of cadres close to the people, for the people, and strengthen people's trust. Widely deploy patriotic emulation movements, develop production and business. Focus on praising, rewarding, and replicating advanced models and examples in the "Skillful Mass Mobilization" movement in ethnic minority areas.

As a locality with nearly 6,000 ethnic minorities living, concentrated in Trung My commune, Binh Xuyen district has actively implemented mass mobilization work, ensuring it is suitable to the characteristics and actual situation.

Party committees and authorities at all levels in the district regularly consolidate and improve the staff of cadres doing mass mobilization work, along with improving capacity and responsibility in practice. At the same time, they propagate and mobilize ethnic minorities to well implement the Party's guidelines and policies, the State's policies and laws; and actively participate in Party and government building.

Outstanding in the district's mass mobilization work is the implementation of the "Skillful Mass Mobilization" model in Trung My commune associated with new rural construction, including mobilizing people to donate land, contribute to the construction of rural roads, and public works to serve the people.

Thanks to the positive response of the people, Trung My reached the new rural commune finish line in 2014 and is continuing to improve the quality of criteria towards building an advanced new rural commune, creating momentum for comprehensive socio -economic development.

Along with promoting propaganda and mobilization, the district actively implements ethnic policies such as supporting production development, granting residential land, production land, vocational training, and job creation for ethnic minority workers. In 2024, the whole district created new jobs for nearly 150 ethnic minority workers, contributing to increasing income and improving the quality of life for the people.

Thanks to the close attention of the Provincial Party Committee, People's Council, Provincial People's Committee and the active participation of departments, branches and localities, the mass mobilization work in ethnic minority areas of the province has achieved many positive results.

Up to now, the socio-economic situation of ethnic minority areas has increasingly developed, investment policies have had a great impact on economic, cultural and social aspects, changing the face of ethnic minority areas of the province.

The material and spiritual life of ethnic minorities has gradually improved. Currently, the poverty rate in ethnic minority areas has decreased to 0.98%, average income per capita has increased, and the number of well-off and rich households is increasing.

Political security and social order and safety are basically stable. The awareness of ethnic minority people has clearly changed; they proactively approach the market, learn new models, and cooperate in production.

The movement “All people unite to build a cultural life” has received strong response; the nation’s fine cultural values have been preserved and promoted. Thereby, contributing to building the great national unity bloc, successfully implementing the tasks of socio-economic development, security and national defense in the area.
