Ma Quai Secondary School (Hong Thu Commune) has 98% of ethnic minority students (including 4 ethnic groups: Mong, Thai, Lu, Dao). Hong Thu Commune is classified as a particularly difficult area (region III), therefore, ethnic minority students of the School enjoy a study cost support policy of 150,000 VND/month according to Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government: Regulations on tuition fee policy, exemption, reduction, tuition fee support, study cost support and service prices in the field of education and training. This policy has contributed to helping students have better conditions to go to school, reducing the burden on their families, and at the same time, encouraging their learning spirit.

Students of Ma Quai Secondary School (Hong Thu Commune) study hard.

Lo Thi Thu Thuy (9A2 student, Ma Quai Secondary School) is of Thai ethnicity. Every month, according to Decree No. 238/2025/ND-CP of the Government , she receives 150,000 VND to support her study expenses. Although the amount is not large, she always uses it for the right purpose: buying supplies and books for her studies. Thanks to the State's caring policies, she is more confident and strives to overcome difficulties to continue her journey of conquering knowledge.

The Lu ethnic group is one of the very small ethnic groups (less than 10,000 people) in our country. In recent years, the Party and the State have always paid special attention, issuing many practical policies to support very small ethnic minority students to excel in their studies. At Ma Quai Secondary School, Lu ethnic students enjoy the regime according to Decree No. 57/2017/ND-CP of the Government: Regulations on preferential admission policies and learning support for preschool children, pupils and students of very small ethnic minorities, with a support level of 936,000 VND/month/student. This policy not only helps reduce the burden on parents but also becomes a great source of encouragement, adding motivation for students to strive to excel in their studies.

Tao Thi Phuong (9A3 student, Ma Quai Secondary School) is of the Lu ethnic group. Thanks to the support policy under Decree No. 57/2017/ND-CP of the Government, she receives a monthly support of 936,000 VND. That amount of money has helped her feel secure going to school.

Previously, due to difficult economic conditions, many Lu ethnic students only finished junior high school and then dropped out of school. However, thanks to practical and timely policies of the Party and the State, more and more Lu ethnic students in Hong Thu commune in particular and Lai Chau province in general have better learning conditions. This is not only a great source of material and spiritual encouragement but also a motivation for them to strive to excel, continue pursuing their dream of studying in high school, professional school, and later become a source of successor cadres for the locality, contributing their efforts to build their homeland.

It is known that in recent years, with the attention of the Party and the State, ethnic minorities, especially those with very few people in remote areas, coastal areas, and islands, have enjoyed many preferential policies in the field of education. This is an important source of motivation, helping students in difficult areas have more conditions to go to school, while reducing the economic burden on parents.

At Ma Quai Secondary School, students are currently enjoying 3 support policies including: the policy according to Decree No. 57/2017/ND-CP of the Government; Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government and Decree 66/2025/ND-CP of the Government regulating policies for nursery children, students, and trainees in ethnic minority and mountainous areas, coastal and island areas and educational institutions with nursery children and students enjoying the policy, accordingly, each boarding student is supported with 15kg of rice and 936,000 VND/month for daily living and eating expenses.

Right from the beginning of the school year, the school established a Policy Review Council, carefully reviewed eligible subjects and sent the list to the Commune People's Committee for inspection and approval. On that basis, the policies were paid in full, to the right subjects, in a timely manner, ensuring the rights of students. Up to now, at Ma Quai Secondary School, there has been no backlog of policies, contributing to strengthening the trust of parents and students in social security policies.

Practical support policies from programs and decrees on ethnic education have been creating conditions for students of Ma Quai Secondary School in particular, and ethnic minority students in Lai Chau province in general, to have more motivation to overcome difficulties and excel in studying and training. Thanks to that, there are more and more examples of good children, good students, good grandchildren of Uncle Ho, the future owners of the country, contributing to building Lai Chau homeland to be more and more rich, beautiful and civilized.
