The effectiveness of the skillful mass mobilization model in fire prevention and fighting work

In recent years, Bac Ninh Provincial Police have focused on directing units and localities to build a skillful mass mobilization model of "Innovation, creativity, and improvement of the quality of propaganda work on fire prevention, fire fighting, and rescue", thereby achieving many positive results, an outstanding model recognized and highly appreciated by the Ministry of Public Security.

Educating students through real-life experiences

The practical experience program "A day as a firefighter" is one of the propaganda contents on fire prevention, fire fighting and rescue of the Fire Prevention, Fire Fighting and Rescue Police Department, Bac Ninh Provincial Police.

At the program, students played the role of firefighters; explored and learned about fire prevention and fighting measures. Their concerns and questions about fire prevention and fighting equipment such as fire hoses, rotating shafts, mobile ladders, fire extinguishers, etc. were answered concisely and easily.

In addition, students also learn skills: Escape in smoke and toxic gas environments; how to use on-site fire fighting equipment, how to recognize and use fire extinguishers; handle fires; experience spreading fire hoses, spraying water to a target; how to prevent drowning accidents and give first aid instructions to drowning victims...

For many students, this was the first time they witnessed and were instructed on how to handle a fire, extinguish it and provide first aid to victims. These skills could save their own lives or those of their loved ones in an emergency.

Vu Trong Chuong, a student at Thuan Thanh 1 High School, said: “Participating in the program, I was instructed on skills by the police officers and directly experienced how to put out fires with foam extinguishers, spray water to target targets, and handle gas leaks… I found the program very useful and practical.”

In-depth and wide-spread propaganda

Lieutenant Colonel Do Anh Dung, Head of the Fire Prevention, Fire Fighting and Rescue Police Department, said: The Fire Prevention, Fire Fighting and Rescue Police Force, Bac Ninh Provincial Police clearly defines the motto "Prevention is the main thing; prevention is "building", treatment is "fighting"; prevention is "basic-strategic-long-term", doing a good job of fire prevention to reduce fire fighting work".

After more than a year of implementation, the Steering Committee of the model has sent more than 200 reporters to directly propagate to nearly 80,000 people living in residential areas, traders in traditional markets, workers in factories in industrial parks and clusters...; organized 29 propaganda sessions, experiences, and practices on fire prevention, firefighting, and rescue for more than 20,000 students.

At the propaganda sessions, model members disseminated legal regulations on fire prevention and fighting; causes, methods and basic fire prevention and fighting skills; introduced and clarified the contents and measures of fire prevention and fighting. Therefore, the propaganda and experience sessions attracted a large number of people to participate, were highly appreciated and had practical and effective meaning.

With the motto "Go to every alley, knock on every door, check every facility", the model implementation team directly went to residential areas to propagate and mobilize people to properly implement fire prevention and fighting safety measures such as: Propagating and mobilizing people to equip themselves with portable fire extinguishers, ensuring that 100% of households and houses combining production and business are equipped with at least one fire extinguisher; providing guidance on fire prevention and fighting safety solutions, ensuring that each household has at least one person trained in fire prevention and fighting and rescue skills; mobilizing people to actively participate in building a model of inter-household fire prevention and fighting safety groups, public fire stations...

Mr. Nguyen Hoang Hai, a business owner in Tram Lo ward, said: “After being informed and disseminated by officials about the legal regulations on fire prevention and fighting, I found it very useful. To ensure compliance with the regulations, I bought two fire extinguishers to keep at the store and instructed everyone in the family on escape skills and how to use fire extinguishers in case of fire or explosion.”

In addition to direct propaganda work, the Steering Committee also focuses on propaganda on social networking platforms: Zalo account "Bac Ninh Fire Prevention, Fire Fighting and Rescue Police" with about 80,000 interactions; Facebook page "Youth of the Fire Prevention, Fire Fighting and Rescue Police Department - Bac Ninh Provincial Police" with more than 10,000 followers.

This is a modern, fast and timely information channel that guides agencies, businesses and households on fire prevention, fire fighting and rescue, and regularly updates news on fire prevention and fire fighting in the province and nationwide.

In addition, the Steering Committee for the implementation of the model has designed and deployed more than 30 images, manuals, videos...; posted more than 100 articles on the Bac Ninh Provincial Police Electronic Information Portal (congan.bacninh.gov.vn).

These contents focus on recommendations and instructions to ensure safety in fire prevention and fighting; at the same time clarify the responsibilities of heads of agencies, organizations, facilities and commune-level People's Committees in this work.

In parallel, the model implementation team also regularly updates, provides information and articles on the website of the Fire Prevention and Fighting Police Department, Ministry of Public Security to promptly convey information, raise awareness and vigilance in the community.

The police force also sent more than three million SMS messages about fire prevention to mobile subscribers operating in the province, with a frequency of twice a month to ensure quick, widespread and timely information to the people.

Along with building the "Skilled Mass Mobilization" model, the Steering Committee focuses on integrating social security activities, demonstrating a sense of responsibility and attachment to the community.

These practical activities not only contribute to improving the effectiveness of the model of “Innovation, creativity, and improvement of the quality of propaganda work on fire prevention, fire fighting, and rescue” but also create a solid bridge between the government and the people. Thereby, contributing to spreading the spirit of fire prevention and fire fighting to the people in a lively, close and effective way.

With the view that building and replicating "Skilled Mass Mobilization" models is the shortest way to develop the movement of the entire people to protect national security, maintaining and effectively spreading the models is not only an urgent requirement, but also a sustainable direction to improve the quality of the movement.
