EAEU applies threshold safeguard measures on textiles and garments from Vietnam

EAEU applies threshold safeguard measures on two groups of Vietnamese textile products.

According to the Import-Export Department ( Ministry of Industry and Trade ), on August 29, 2025, the Eurasian Economic Commission (EEC) announced Decision No. 74 dated August 26, 2025 on the Eurasian Economic Union (EAEU) applying threshold safeguard measures to two groups of Vietnamese textile and garment products exported to the EAEU.

These are two groups of goods with import turnover into the EAEU exceeding the 2024 threshold under the Free Trade Agreement between Vietnam and the Eurasian Economic Union.

Specifically, the two groups of goods include: Women's or girls' clothing, long dresses, skirts (including many HS codes).

The decision will enter into force 30 days after its publication (August 28, 2025). The duration of the threshold safeguard measure is 6 months.

Faced with the above situation, the Ministry of Industry and Trade has issued Document No. 1035/XNK-NH to the Textile and Garment Associations informing them that Vietnamese textile and garment products exported to the EAEU are subject to threshold defense measures so that the Associations can be informed and promptly inform their member businesses.

The Ministry of Industry and Trade informs textile and garment exporting enterprises to the EAEU to be informed and promptly adjust production and business activities accordingly.
