Time In recent times, the mass mobilization work has received attention from the entire political system in Quang Yen town, with many good and creative ways of doing things. Thereby, it has brought about practical results, promptly resolved legitimate needs and aspirations, and created trust among the people.
Along with the effective implementation of the skillful mass mobilization model, identifying the administrative mass mobilization as an important content in the mass mobilization work of the political system, Quang Yen Town has focused on leading and directing the implementation. The town regularly innovates the content, form and method of implementing the administrative mass mobilization work, in accordance with the actual situation and specific tasks of each unit and locality. The Town People's Committee has directed the administrative mass mobilization work under the responsibility of the heads of agencies, units, chairmen of the People's Committees of communes, wards and cadres, civil servants and public employees in the bloc.
The work of government mass mobilization is clearly demonstrated by Quang Yen town through the implementation of socio-economic development tasks, closely following the practical situation of the locality for implementation. Outstanding, implementation Directive No. 13-CT/TU of the Provincial Party Standing Committee on strengthening the management and sustainable development of marine aquaculture in Quang Ninh province, Quang Yen Town has launched a peak period to strengthen propaganda and mobilize people to implement and comply with State regulations; proactively carry out the conversion from foam buoys to standard and compliant floating materials according to regulations.
With the active participation of all levels and sectors of the town, the work of disseminating the law to fishermen has brought about clear results. The situation of violating regulations in fishing and aquaculture has decreased significantly. Currently, Quang Yen has 2,977 registered fishing vessels and 137 fishing vessels have received written approval to operate far offshore for fishing. In particular, fishermen have promoted their sense of responsibility, saying no to destructive fishing methods...
Since the beginning of 2023, Quang Yen has been taking action to restore order in the river and sea areas managed by the town with the determination to eliminate illegal aquaculture. Up to now, basically all households raising aquatic products using cages have agreed and proceeded to relocate. The whole town has mobilized to relocate 230 out of a total of 481 illegal aquaculture rafts out of the area; collected and salvaged 169 damaged, ownerless, and dilapidated rafts and collected 1,800 Styrofoam buoys and brought them to the designated place for disposal.
In building the new rural areas, the Town People's Committee determines priorities for each specific unit. In 2022 alone, the town will focus resources on 3 communes (Hiep Hoa, Tien An and Hoang Tan) to strive to complete the targets of building advanced new rural areas and model new rural areas.
In addition, implementing the orientation of industrial and handicraft development, the Town People's Committee always focuses on organizing dialogues and supporting businesses to grasp and remove difficulties in administrative procedures, land lease mechanisms, and construction of craft villages... In agricultural development, the town also issues a mechanism to support the construction of model fields, support households in building farms, livestock areas, and concentrated slaughterhouses of livestock and poultry far from residential areas, support in renovating mixed gardens, and support safe vegetable production areas in Cong Hoa ward and Tien An commune...
Most of the resolutions, programs and plans of the Party Committee were specified by the town government for implementation and achieved many important results. During the implementation process, the Party Committee regularly inspected and supervised; People's Council delegates, the People's Inspectorate, and the Community Investment Supervision Board also proactively monitored and grasped the opinions and recommendations of voters and people. Thereby, many legitimate recommendations related to socio-economic development and people's lives were satisfactorily resolved.
A typical example is the project of Investment in construction and business of infrastructure of residential area and sports center, park of Quang Yen ward, invested by Vietnam Construction and Technology Development Joint Stock Company (Vinadeco), approved by the Provincial People's Committee in Decision No. 3787/QD-UBND (dated October 10, 2005) with a total area of 18.3 hectares, implementation period from 2005 to 2008. However, after many years of implementation, the project is now behind schedule, prolonged, unfinished, affecting the lives of many households. Currently, there are still 97 households that have not been granted land use right certificates, causing difficulties for households in buying, selling, transferring land use rights and exercising their civil rights... To resolve people's petitions, Quang Yen Town has organized many meetings with investors to complete unfinished project items to grant land use right certificates to households that are still stuck this June.
Or the project of building an intersection at Km6+700 of Ha Long - Hai Phong expressway (Green Ha Long intersection). After a series of difficulties regarding the site were gradually resolved by Quang Yen town, by mid-June 2023, the town had handed over the entire clean site to the construction unit, striving to complete the project on schedule, making achievements to celebrate the 60th anniversary of the province's founding.
Along with that, the government's mass mobilization work is deployed synchronously by performing well the work of handling administrative procedures, mediation work at the grassroots level, the management and operation of state agencies through service, taking people's satisfaction as a measure for the management and operation of state agencies. The Town People's Committee is determined in strengthening discipline and administrative discipline; establishing a working group for surprise and periodic inspections, through inspections, violations have been detected and serious handling measures have been proposed, ensuring the rights and interests of the people.
Coordination programs between Party committees and authorities at all levels with the Vietnam Fatherland Front Committee and socio-political organizations are increasingly close. The Town People's Committee has coordinated with the Town Party Committee's Mass Mobilization Committee to deploy the emulation movement "Skilled Mass Mobilization" in the area. In particular, it encourages and motivates agencies, units, communes and wards to have good and creative ways of propagating and mobilizing people to participate in socio-economic development, ensuring national defense and security in the area...
Many models are proving effective, such as: "Skillfully mobilizing people to comply with legal regulations on registration and residence management" of the Administrative Management Team on Social Order (Quang Yen Town Police); "Self-managed Security Team" of the Town's Association of War Veterans; the skillful mass mobilization model in land acquisition and clearance of the Town's Land Fund Development Center... From 2021 to present, in Quang Yen Town, there are 52 projects requiring land acquisition and clearance, including more than 2,700 hectares of land recovered, with nearly 8,000 households and organizations affected.
The models of government mass mobilization have been creating a widespread influence and motivation for agencies, units and localities to strive to excellently complete assigned tasks, contributing to the successful implementation of the 2023 working theme "Improving the effectiveness of investment attraction and the quality of people's lives".
