On December 6, Dan Viet reporter source reported that the People's Committee of Chu Pah district ( Gia Lai province) has directed to review and handle collective and individual responsibilities related to violations at Ia Mo Nong Secondary School.

Falsifying overtime records

Through inspection, it was determined that in the 2021-2022 school year, the unit paid for 150 hours of overtime, with an amount of more than 18 million VND transferred to the personal account of Mr. Le Huu Kien (Arts teacher). Comparing the records, the number of overtime hours taught by Mr. Kien was 75 hours less than the number of overtime hours paid.

Mr. Kien said he was not the one who declared the overtime and class increase records. The declaration was made by Mr. Tran Van Tinh, Principal of Ia Mo Nong Secondary School, and the accounting officer made the transfer procedure to his account. After receiving the money, Mr. Kien returned 12 million VND to the school, and the remaining 6 million VND was used to buy ornamental plants to plant at the school.

Similarly, Mr. Vu Dinh Tuan (music teacher) was paid a difference of 75.5 hours compared to the actual amount, more than 12 million VND. Mr. Tuan then transferred the money back to Mr. Tran Quoc Toan's account number, provided by Mr. Tinh.

Working with the inspection team, Mr. Tran Quoc Toan said that when he received the money transferred by Mr. Tuan, he did not know what kind of money it was. Later, Mr. Tinh called to say that the money was transferred by mistake from the teacher, and asked Toan to transfer it back to Mr. Tinh.

The inspection team worked with Mr. Tran Van Tinh, Principal of Ia Mo Nong Secondary School, and said that they applied the regulations on overtime and extra periods ofeducational institutions with many levels to calculate overtime for Mr. Kien and Mr. Tuan. This amount of money was not for personal expenses but was used to pay for wages, buy plants, painting materials, wall decoration, and pay for construction and repair of school facilities.

Teachers hire… substitute teachers

In addition, the inspection team of Chu Pah district determined that Mr. Ro Cham Thom - an elementary school teacher who stopped teaching from September 2022 to December 2023 but was still paid salary and allowances by the school.

During the break, Mr. Ro Cham Thom asked two people, Ms. Tran Thi Huong and Ms. Tran Thi Tam (with teaching qualifications) to teach class 5B (school year 2022-2023), class 1B (school year 2023-2024) which Mr. Thom was in charge of. Every month, Mr. Thom asked Mr. Tran Van Tinh to pay the teachers from 6.5 to 6.8 million VND.

Mr. Thom said that he often suffers from bone and joint diseases and his ability is not suitable for the 2018 education program, so he proposed that the Board of Directors allow him to hire someone to support teaching for the assigned classes. Because Mr. Thom's ability is limited, the school's Board of Directors agreed to let Mr. Thom hire someone to teach.

Mr. Tran Van Tinh said that he realized that Mr. Ro Cham Thom's teaching skills did not ensure the quality of teaching students, and were not in line with the 2018 education program of the Ministry of Education and Training . In addition, Mr. Thom was a pioneer in the work of eliminating illiteracy in the education sector of Chu Pah district. Therefore, Mr. Tran Van Tinh and the school's teachers agreed to let Mr. Thom hire someone to help him teach instead of wanting to extend his working time so that Mr. Thom could enjoy a one-time leave.

In addition, Mr. Tran Van Tinh - Principal of Ia Mo Nong School also arbitrarily sold 2 trees in the school without notifying the Pedagogical Council and the teachers. Mr. Tinh did not complete the procedures to deposit this money into the school's fund.

The inspection team, after working with Mr. Tinh, said that the two trees were lush, dense and growing quickly. Therefore, he consulted some opinions from the secondary school teachers to propose selling the two trees to buy some other types of trees to plant that are suitable for the landscape and environment.

With the above violations, the People's Committee of Chu Pah district seriously criticized and reviewed the experience of the collective of Ia Mo Nong Commune Primary and Secondary School, Mr. Tran Van Tinh and Mr. Ro Cham Thom.
