According to Mr. Nguyen Nam Nhan, in the current context, the city needs a completely new, flexible, multi-dimensional approach to take advantage of regional synergy. From there, elevate sports to an important part of creative urban life.
Specifically, the merger of Binh Duong and Ba Ria – Vung Tau provinces into Ho Chi Minh City will form a development triangle. In which, Ho Chi Minh City, as a center for training, research, and application of advanced sports science, will closely connect with Binh Duong, which has abundant potential for discovering and training talents, while developing the domestic sports equipment industry.
Along with that, Ba Ria – Vung Tau is an ideal locality to develop sports economy through organizing national and international events. Especially developing sea sports into a sea sports tourism destination for both the region and the world.
“The three localities joining forces will form a “sports triangle” with three missions: top-notch training – providing human resources – organizing sports events, on the basis of natural conditions combined with comprehensive, modern and synchronous digitalization,” Mr. Nguyen Nam Nhan emphasized.
Mr. Nguyen Nam Nhan added that the city is managing nearly 2,000 grassroots cultural and sports facilities, from cultural houses, playgrounds, district/county sports centers to community activity spots. After the merger, the number of cultural and sports facilities is expected to reach 3,700.
However, the fragmentation in management, lack of connectivity and weak socialization make many institutions operate below their potential. Therefore, the city recommends building an "Open Sports Institution Network" model, with characteristics of multi-subject management mechanism, common exploitation organization - common benefits, and comprehensive digital transformation.
This model will turn grassroots cultural and sports institutions into "intersections" of development momentum; serving community goals, activating the local sports service market, providing resources for high-performance sports, and most importantly, forming an "ecosystem" for the sports economy and professional sports to develop in a lawful and sustainable manner.
In developing the sports economy, Mr. Nguyen Nam Nhan clearly stated that it is necessary to get rid of the mindset of "sports only for winning medals". In Ho Chi Minh City, a young urban center with strong consumption, this is the golden market for developing sports training and experience services; production and trade of sports equipment, costumes, and applications; sports tourism - resorts - large-scale events; sports technology, health care, etc.
However, for Ho Chi Minh City to be qualified to lead in the integrated sports - technology - economic model, it needs to have a flexible legal framework, a land fund planning strategy for developing modern sports clusters, and a preferential financial - tax mechanism for sports businesses and public-private partnership (PPP) institutions.
Regarding the arrangement of the sports organization and personnel, Mr. Nguyen Nam Nhan said that in the context of consolidation, Ho Chi Minh City does not choose a hasty or stereotyped path.
Ho Chi Minh City approaches this process based on the principle of “synergy – efficiency – development”, to ensure continuity, stability and create a solid foundation for the next stage of development. In particular, it emphasizes stability; implements lean and effective restructuring.
Regarding the orientation in the coming period, Mr. Nguyen Nam Nhan said that Ho Chi Minh City aims to develop sports in a creative - civilized - prosperous urban area. In particular, it hopes to soon build a comprehensive project to develop sports in Ho Chi Minh City for the period 2025-2035, in sync with the national strategy to 2030.
Strengthening and adjusting legal regulations, functions and tasks so that the City's sports industry can develop in line with the urban economic zones in the three regions of Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau with flexible mechanisms.
Building a KPI system on the performance of grassroots institutions, public health, and growth of the sports service industry.
At the same time, Ho Chi Minh City will promote physical education and school sports as a foundation for sustainable, long-term development.
Mr. Nguyen Nam Nhan emphasized: “Sports is the “civilization index” of a modern city. Elevating sports is not only a specialized task but also a mission to develop people, communities and modern society. We are facing a historic opportunity to “rebuild” city sports – in a comprehensive, innovative and aspirational way.”
