To support localities in effectively implementing the two-tier local government model, major network operators such as MobiFone and Viettel have provided modern technological solutions, helping to speed up procedure processing while reducing the workload for nearly 1.5 million officials and civil servants nationwide.
MobiFone has coordinated with the Public Administration Service Centers of many provinces and cities to deploy the Information System for handling administrative procedures according to the 2-level government model. After a successful trial period in Hanoi and Thai Nguyen, this system is now ready for expansion. Synchronized operation between the provincial and commune/ward levels helps save resources, eliminate overlap, increase transparency and control the progress of file processing more effectively. People and businesses can monitor the progress of file processing in real time, saving significant time and costs.

Meanwhile, Viettel introduced a breakthrough tool called Virtual Assistant for Civil Servants - a platform that supports civil servants in instantly looking up information on decentralization, delegation and administrative authority. Previously, this virtual assistant was launched at the Training Conference on organizing 2-level local government apparatus in mid-June 2025.
Based on standardized data from 28 decrees covering 19 areas, the Civil Servant Virtual Assistant is capable of looking up more than 2,700 administrative tasks. Users only need to type a question, the system will immediately answer, along with specific references to relevant legal documents. Unlike conventional search engines, this virtual assistant understands the administrative context and answers accurately for each case. This is especially useful in the context of officials needing to make quick decisions while still ensuring compliance with regulations.
According to Viettel AI representative, this virtual assistant is currently for local civil servants. Ordinary users who want to look up/use can also go to trolyaocanbocongchuc.dx.gov.vn to ask questions related to the field of decentralization, delegation of authority, and division of 2-level local authority.
In the future, Viettel AI will continue to upgrade this virtual assistant with the ability to update new legal documents, support questions and answers about procedures, internal documents as well as automate some professional tasks. This will be the core of a digital public service ecosystem, towards a smart, transparent and effective administration.
