The Draft Decision stipulates that enterprises providing services to send Vietnamese workers to work abroad under contracts must contribute to the Overseas Employment Support Fund at the rate of VND150,000/worker/contract. Workers working abroad contribute to the fund at the rate of VND100,000/person/contract.
For Vietnamese workers working abroad under contract, the draft stipulates support of 10-30 million VND/case when workers have to return home before the deadline due to work accidents, accidents, illnesses, or diseases to the point of being unable to continue working abroad.
Support 7-20 million VND/case of workers who have to return home before the deadline because the employer abroad is dissolved, bankrupt or reduces production due to natural disasters, epidemics, political instability, war, economic recession or other force majeure reasons.
The draft also supports workers who must return home before the end of their employment contract due to unilateral termination of their employment contract when they are mistreated, forced to work by their employers, or are at clear risk of direct threat to their lives, health, or are sexually harassed while working abroad. The support level for these cases ranges from 7 million VND to 20 million VND/case.
For relatives of workers who died or went missing while working abroad, the draft proposes support of 40 million VND/case.
Workers who must return home before the deadline specified in Articles 10, 11, and 12 of the draft Decision and who need vocational conversion training will be supported with training costs to improve their vocational skills to participate in the labor market and stabilize their lives and will be supported with 1 million VND/month, maximum 6 months/person/course./.
