Hoa Binh: The development gap between urban and rural areas is gradually narrowing.

Hoa Binh attaches importance to developing transport infrastructure, creating momentum for ethnic minority and mountainous areas, contributing to narrowing the development gap between urban and rural areas. Over the past years, from the directives, resolutions and policies of the Party and State related to children, we have achieved many positive results in the work of protecting and caring for children, solving urgent problems for children. However, at present, children in ethnic minority and mountainous areas still face many problems that need to be solved, such as malnutrition, violence, accidents and injuries... Regarding this issue, the Ethnic and Development Newspaper had an interview with Ms. Nguyen Thi Thanh Hoa, President of the Vietnam Association for the Protection of Children's Rights. In the face of prolonged heavy rains, causing landslides and localized flooding in the Central region, Prime Minister Pham Minh Chinh signed Official Dispatch No. 120/CD-TTg dated November 25, 2024, requesting ministries, branches and localities to proactively respond and quickly overcome the consequences of floods in the Central region. In recent years, from the directives, resolutions and policies of the Party and the State related to children, we have achieved many positive results in the work of protecting and caring for children, solving urgent problems for children. However, currently, children in ethnic minority and mountainous areas still face many problems that need to be solved, such as malnutrition, violence, accidents and injuries... Implementing Decree No. 28/ND-CP of the Government on preferential credit policy to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, Phase I: From 2021 - 2025 (abbreviated as National Target Program 1719), the Transaction Office of the Social Policy Bank of Tu Mo Rong district (Kon Tum) has deployed loans for more than 1,233 ethnic minority households to repair and build solid houses. Thereby, helping ethnic minorities settle down and feel secure in their work and production, gradually rising out of poverty. Implementing phase I: from 2021-2025 the National Target Program on socio-economic development in ethnic minority and mountainous areas (abbreviated as National Target Program 1719), Nghe An has achieved many positive results in the fields of life, socio-economics, infrastructure... Mr. Vi Van Son, member of the Provincial Party Committee, Head of the Ethnic Minorities Committee of Nghe An province, had an interview with reporters of the Ethnic and Development Newspaper about the achievements and orientations in the operation, management, and effective implementation of the National Target Program 1719 in the next phase. Da Bac district ( Hoa Binh province), where 89.72% of the population are ethnic minorities, has faced great difficulties in transportation, which has significantly affected socio-economic development. In order to overcome the difficulties in transportation , the locality has prioritized investment in essential infrastructure systems, focusing on road traffic. This is also a strategic task within the framework of the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas.

Roads such as Da Bac - Thanh Son, Cao Son - Trung Thanh, Vay Nua - Tien Phong, or the inter-commune upgrading projects of Nanh Nghe have changed the face of the countryside, opening up new development opportunities. The rate of hardening roads to the center of communes in Da Bac has reached 100%; 99% of roads to hamlets have been hardened, while the main roads of hamlets and alleys have reached 79% and the main roads in the fields have reached 50%.

On the scale of Hoa Binh province, the synchronous development of transport infrastructure is promoted to connect regions and implement key projects. According to the Department of Transport, the province has 10,990 km of roads, with a system of national highways, provincial roads, inter-district roads, communes, and alleys basically asphalted and concreted. The asphalt rate of hamlet main roads is 71.6%; alley roads is 60.53%; and main intra-field roads is 18.8%.

With 74% of the population being ethnic minorities, Hoa Binh province considers the development of ethnic minority areas as a key strategy, closely linked to the goal of sustainable poverty reduction and improving the quality of life. Prioritizing resources from national target programs has helped the locality achieve clear results, laying the foundation for development in the 2020 - 2030 period.

Improve people's material and spiritual life

In Hoa Binh city, economic development has achieved many impressive achievements. In the period of 2020 - 2023, the growth rate of production value reached 18.5%. The economic structure has shifted positively with strong growth in trade - services and industry - construction. Agriculture has been developed in a concentrated direction, applying high technology and producing safe food. Many highly effective economic models in cultivation, livestock and aquaculture have been deployed, helping people form a mindset of commodity production.

Rural infrastructure is increasingly improved with a transportation and irrigation system that meets the needs of travel and production. Schools, health stations, cultural houses, and rural markets are being built, contributing to improving the quality of life. Average income per capita in 2023 will reach 90 million VND/person/year, expected to reach 100 million VND/person/year in 2024, while the poverty rate will decrease significantly.

The new rural development program in Hoa Binh city has brought about many important results. People have not only raised their awareness but also actively participated in and contributed to the development of the local economy. Typical models such as "Green - Clean - Beautiful Saturday", "Self-managed Farmer Road", or "Clean House - Beautiful Garden" have made a clear impression. In particular, socialization in programs such as "Lighting up the Countryside Road" or the VietGAP cage fish farming model has promoted sustainable economy.

In the period of 2025, Hoa Binh city strives to have one more commune meeting advanced NTM standards and one commune meeting model NTM standards. Based on reasonable production planning, the locality promotes high-tech agriculture, linking production with industry, services and urban development. These efforts aim to build a modern, environmentally friendly countryside, rich in cultural identity, and meet the increasingly high living needs of the people.

Hoa Binh aims to achieve an average income per capita of 100 million VND/year, of which communes achieve 60 million VND/person/year. The province also focuses on building a chain linking production and consumption of clean agricultural products, applying high technology to production, and developing eco-tourism associated with preserving natural and cultural values.

Promoting potential and shifting the economic structure towards modernization, together with the strategy of building new rural areas and urbanization, are important solutions to improve the quality of life, reduce poverty sustainably, and ensure harmonious development between urban and rural areas.
