In recent times, although many positive results have been achieved, state management in the commune still exists and is limited. The situation of land encroachment, re-encroachment, and violations of construction order is complicated, many cases have not been thoroughly handled.
Notably, lobster farming and aquaculture using rafts in Vung Ro Bay have developed spontaneously, attracting many households inside and outside the locality, leading to a rapid increase in the number of rafts, causing the risk of environmental pollution, directly affecting the marine ecosystem and the special national monument of Ho Chi Minh Trail at sea (Vung Ro No-number Wharf).
At the same time, Vung Ro Bay area is planned to develop 4 inland waterway ports for transportation and tourism , but to date none of the ports have been put into operation, while many households have arbitrarily picked up and dropped off tourists spontaneously, posing a potential safety risk.
To overcome the above situation, the Party Committee of Hoa Xuan commune requires Party committees at all levels, authorities, and socio -political organizations to strengthen propaganda and raise awareness of cadres, party members, civil servants, and people about laws related to planning, land, construction, minerals, environment, and aquaculture.
Tighten management, inspection, and strictly handle violations, including officials and party members who violate or allow their relatives to violate without preventing or reporting in a timely manner. The Commune People's Committee focuses on planning management, ensuring consistency, as a basis for attracting investment and developing the socio-economy.
The Party Committee of Hoa Xuan commune also requested the People's Committee of the commune to implement a roadmap to clear and relocate aquaculture using cages and rafts in Vung Ro Bay before 2030; at the same time, strengthen the management of aquaculture in the downstream of Ban Thach River according to the approved plan.
Focus on developing tourism infrastructure and waterway transport according to planning, calling for investment in inland waterway ports in Vung Ro Bay to meet the needs of sustainable transportation and tourism.
