Up to now, on the North-South expressway in the East from Lang Son to Ca Mau, there are 9 stations that have been invested and are being built (6 stations have been put into operation; one station has been put into operation on one side, and is investing on the other side; 2 stations are being invested and built); one station managed by the locality will be deployed when investing in the Huu Nghi - Chi Lang expressway; 2 stations on the route managed by the Vietnam Expressway Corporation (VEC) are implementing investment procedures.
Of the 24 stations under the Eastern North-South Expressway component projects, 8 stations have completed investor selection and contract signing. The Ministry of Transport has directed investors to promptly complete procedures, speed up construction progress and coordinate with localities to promptly hand over the site, meeting the basic schedule of completing essential public service works (restrooms, parking lots) before December 31, 2024 and completing all stations in 2025.
For the remaining 13 stations, the Ministry of Transport is urging units to update the bidding documents according to the new circular, organize the approval and issuance of bidding documents, and select investors. The selection of investors is expected to be completed in 2024.
To serve the essential needs of people while waiting for the rest stops to be completed and put into operation, the Ministry of Transport has directed agencies and units to organize 8 temporary rest stops along the North-South expressway in the East, where there are no rest stops.
Specifically, on the section from Hanoi to Vinh, in addition to the two stations currently being exploited by the investor, which are the VEC station at Km227 in Ha Nam province and the Xuan Khiem station at Km269 in Ninh Binh province, on the Phap Van - Cao Bo section, three temporary stations will be arranged from Mai Son (Ninh Binh province) to Vinh (Nghe An province).
The section from Ho Chi Minh City to Nha Trang (Khanh Hoa province) has 5 temporary stations, including 3 temporary stations in the direction from Nha Trang to Ho Chi Minh City and 2 temporary stations in the direction from Ho Chi Minh City to Nha Trang.
For the Cam Lo - La Son route connecting Quang Tri with Thua Thien Hue, which is more than 98 km long, there are currently temporary rest stops at Km64+200 on the left and Km77+800 on the right to ensure rest stops for vehicles participating in traffic on the route.
The Ministry of Transport has issued Circular No. 09/2024/TT-BGTVT amending national technical regulations on road rest stops; at the same time, providing and listing the locations of rest stops and gas stations on routes connecting to highways through intersections so that vehicles can know and temporarily use them.
