Complete the Government's resolution on high-speed railway in January 2025

The Deputy Prime Minister requested that the draft resolution should develop a detailed plan and schedule for procedures and key tasks to be performed, and project a master plan for exploiting and operating the North-South high-speed railway.


According to the conclusion of Deputy Prime Minister Tran Hong Ha - Head of the Steering Committee at the 3rd meeting of the Steering Committee for the development and implementation of the Project on investment policy for high-speed railway on the North - South axis and important national railway projects, the Ministry of Transport was assigned to preside over and coordinate with relevant ministries and agencies to urgently review and complete the system of standards and technical regulations on high-speed railway.

To implement the Resolution of the National Assembly , the Deputy Prime Minister requested the Ministry of Transport to urgently carry out the tasks assigned in Resolution No. 233/NQ-CP dated December 10, 2024 of the Government, coordinate with ministries, branches and localities to draft the Resolution of the Government, and submit it to the Prime Minister in January 2025. The Ministry of Transport shall consult with members of the Steering Committee before submitting it.

In which, develop a plan, detailed schedule of procedures, main tasks to be performed (from the time of preparing the feasibility study report to the time of starting construction) and plan the overall plan to exploit and operate the project to ensure scientific, comprehensive, synchronous and feasible.

At the same time, it is necessary to closely follow the objectives and requirements of the Resolution to determine the implementation method, specifically the tasks and responsibilities of ministries, branches and localities to implement the specific and special mechanisms approved by the National Assembly. In particular, clearly define the form of the document and the authority to issue it, the presiding agency, the time for submission and issuance.

The Deputy Prime Minister also noted a number of work contents that relevant ministries, branches and localities need to prioritize for immediate implementation.

In particular, the Ministry of Transport shall preside over and coordinate with relevant ministries and agencies to urgently review and complete the system of technical standards and regulations on high-speed railways, review and determine the need for human resource training (quantity, training majors, training levels, training time, etc.).

The Ministry of Transport is also assigned to preside over and coordinate with the Ministry of Education and Training to conduct training according to the Government's orders, including researching training models and methods (domestic and foreign universities and/or in combination with partners (enterprises, contractors) will cooperate).

Identify the list of railway industrial services and goods assigned, order, research, select domestic enterprises with experience and capacity to coordinate, transfer technology, and gradually increase the localization rate (construction and installation, signal information systems...).

Appropriate contractor selection mechanism (bidding, designated bidding or contractor selection in special cases).

Coordinate with the Ministry of Natural Resources and Environment and localities to conduct site clearance work in advance, research and establish specialized working groups, in which experts and scientists can be invited to participate.

The Ministry of Construction shall take the lead in guiding the regulations on the content and requirements of the overall technical design (FEED design) instead of the basic design; guiding the preparation, appraisal, approval of tasks and estimates of bidding packages related to the survey work, preparation and examination of the Feasibility Study Report (according to the FEED design).

At the same time, provide guidance on the application and use of the system of construction norms, unit prices, construction prices, and the use of investment rates of similar railway projects and works to establish the total project investment; provide guidance on the application of the International Federation of Consultants' Contract model (FIDIC contract) to implement bidding packages under the Project.

The Ministry of Planning and Investment advises on the establishment of a State Appraisal Council; coordinates with the Ministry of Transport and the Ministry of Construction to select appraisal consultants to conduct appraisal and assessment in parallel with the process of preparing and completing the Feasibility Study Report.

The Ministry of Finance shall preside over and coordinate with the Ministry of Transport and the Ministry of Planning and Investment to study the plan to mobilize investment capital to implement the Project, in which it is necessary to clearly identify capital needs, capital plans, types of capital sources (state budget, government bonds, ODA, land revenue, socialization...) to have a plan and arrange appropriate capital plans.

The Ministry of Natural Resources and Environment shall preside over and advise on matters related to the implementation of compensation, support and resettlement for land areas to implement the Project, land in the vicinity of railway stations to create land funds for urban and rural development in the direction of traffic routes (TOD), resettlement land, land in mineral mine areas for common construction materials, etc.

Vietnam Railway Corporation proactively researches and proposes restructuring plans and the ability to participate in all stages from construction, investment, production, operation, maintenance... in accordance with its capacity conditions.
