According to information from the General Department of Taxation, the total state budget revenue in October 2023 managed by tax authorities is estimated at 151,000 billion VND, reaching 11% of the ordinance estimate, equal to 81.1% over the same period.
The total accumulated state budget revenue in the first 10 months of 2023 managed by tax authorities is estimated at more than 1.2 million billion VND, equal to 87.5% of the ordinance estimate, equal to 93.1% over the same period.
Of which, revenue from crude oil is estimated at VND51,366 billion, equal to 122.3% of the estimate, equal to 80.2% over the same period. Domestic revenue is estimated at over VND1.1 million billion, equal to 86.4% of the estimate by law, equal to 93.8% over the same period.
In the report, the General Department of Taxation said that as of October 31, 2023, the tax authority had issued 15,025 decisions corresponding to the specific tax refund of VND 112,873 billion, equal to 70.5% of the estimated implementation reported to the Government to the National Assembly (VND 160,000 billion), equal to 91% of the same period in 2022.
At the same time, the total amount of tax debt managed by the tax sector is estimated at nearly 160 trillion VND, an increase of 4.1% compared to the end of September 2023, and an increase of 7.9% compared to December 31, 2022.
The General Department of Taxation is continuing to develop 4 projects (including 1 project under the authority of the National Assembly, 2 projects under the authority of the Government , 1 project reported to the Government for consideration), specifically:
Submit to the National Assembly: Project to develop a National Assembly Resolution on applying additional corporate income tax according to regulations against global tax base erosion.
Draft Decree amending Decree No. 123/2020/ND-CP dated October 19, 2022 of the Government regulating invoices and documents.
Draft Decree amending and supplementing Decree No. 65/2013/ND-CP dated June 27, 2013 of the Government.
Report to the Government proposing amendments to Decree No. 132/2020/ND-CP dated November 5, 2020 to remove difficulties for manufacturing enterprises related to tax management regulations for related transactions.
The General Department of Taxation is continuing to develop and complete 3 Circulars of the Ministry of Finance.
Regarding the Project "Research and propose solutions related to the OECD's global minimum tax (Pillar II)", the General Department of Taxation said that the unit closely follows the progress of giving opinions to the National Assembly on the draft resolution.
Regarding the Decree amending Decree No. 123/2020/ND-CP dated October 19, 2022 of the Government regulating invoices and documents, the General Department of Taxation continues to synthesize opinions of ministries, departments, branches, localities, and business associations to complete the draft Decree to submit to the Ministry for appraisal opinions of the Ministry of Justice before submitting to the Government for signing and promulgation.
