BHG - Identifying poverty reduction as one of the important tasks, contributing to the completion of the goal of building a new countryside, in recent times, the Party Committee, government and people of Hoang Su Phi district have focused on promoting internal resources, mobilizing State support resources to develop production and sustainably reduce poverty.
With the goal of sustainable poverty reduction, limiting re-poverty, contributing to economic growth, ensuring social security, improving material and spiritual life, increasing people's income, especially in particularly difficult villages and communes, Hoang Su Phi district has issued plans and widely disseminated poverty reduction support policies to the people. In particular, arousing the will and determination of poor and near-poor households, beneficiaries of the policy to ensure the sustainability of the program; actively implementing the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas; promoting local potential and strengths; spreading good models, effective practices, typical examples of poverty alleviation, families voluntarily applying to escape poverty in the community to raise awareness, arouse the will of self-reliance, self-reliance, and aspirations of the poor to rise up, not to expect or rely on the support of the state and the community.

The district is interested in implementing policies to support sustainable income increase for poor households; guiding poor and near-poor households in loan procedures for production development; transferring scientific and technical knowledge, supporting product consumption, supporting vocational training associated with job creation after training. In 2024, the District Social Policy Bank disbursed nearly 35 billion VND in loans, contributing to creating new jobs for 1,327 local workers associated with economic models such as: Growing fruit trees, raising goats, black pigs, raising commercial buffaloes; producing and processing tea; growing medicinal plants; providing general services....
From the capital of the National Target Program on developing agricultural and forestry production according to sustainable value chains, disadvantaged communes in Hoang Su Phi district have implemented a model of raising indigenous black pigs linked to product value chains. In 2024, the project will be implemented in 7 villages of 4 communes: Nam Dich, Tan Tien, Tu Nhan and Vinh Quang town with 18 beneficiary households. In addition to encouraging people to participate in livestock value chains, to proactively ensure the supply of breeds, the district has connected with a number of enterprises and cooperatives to supply breeds to the people, ensuring prices and factors of disease prevention and control.

In addition, Hoang Su Phi district has determined to focus on developing high-quality agricultural products according to the value chain to increase people's income. Based on the available potential and strengths, the district focuses on building 3 value chains including: ancient Shan Tuyet tea products, developing temperate fruit trees such as pears, Blood plums and high-quality rice products. Currently, the area of fruit trees in Hoang Su Phi district is over 840 hectares, the harvested area is 109 hectares, the value is 11.8 billion VND/year; 4,400 hectares of Shan Tuyet tea, the output of fresh tea buds is over 13,240 tons, the product value is estimated at 344 billion VND, bringing income, helping people to reduce poverty sustainably.
With the attention of the Party, the State and the active participation of local Party committees and authorities, from 2021 to 2024, the district supported 11,835 workers to access the labor market, support services to find and connect jobs. In 2024, more than 7,700 households received support for livelihoods and production techniques, contributing to reducing the poverty rate of the whole district to below 30%.

Promote activities to guide people in production, choose suitable plants and animals for economic development, apply science and technology to increase the value of crops and livestock. In the coming time, we will continue to mobilize maximum social resources to support poor and near-poor households so that they have the motivation to escape poverty. Support the poor to use telecommunications and internet services.
