At the second working day of the 10th session of the 10th term People's Council of Ho Chi Minh City, Director of the Ho Chi Minh City Department of Health Tang Chi Thuong informed about the management situation of cosmetic service providers in the area.

In particular, Mr. Thuong pointed out that the illegal operation of beauty salons is not a new problem. This situation has become a phenomenon that challenges state management agencies in the area.
What is worrying is that underground cosmetic surgery activities are tending to move to establishments that can avoid state management agencies such as hotels, motels, etc.
"All of us delegates sitting here and the whole society condemn and are indignant at illegal acts. Especially when there are people without practice certificates secretly performing cosmetic surgery at non-medical facilities, even in hotels and motels, causing accidents and even death for people in need of cosmetic surgery," said the Director of the Ho Chi Minh City Department of Health, adding that in the first 6 months of the year, the Ho Chi Minh City Department of Health discovered 19 unlicensed cosmetic surgery facilities.

According to Mr. Thuong, Ho Chi Minh City has more than 7,000 facilities providing services related to aesthetics. However, only 598 facilities are licensed by the Ministry of Health and the Department of Health (accounting for less than 15%). More than 85% of the remaining facilities are certified by the People's Committees of districts and Thu Duc City.
This has created three challenges for state management agencies in the provision of illegal cosmetic services. Specifically, the situation of false advertising; the post-inspection of cosmetic service establishments has not received attention; and "underground" cosmetic activities are increasingly sophisticated.
The solution that the health sector has proposed to rectify this situation is to strengthen post-inspection, proactively develop a set of criteria to assess the quality of cosmetic facilities in the area, and evaluate and publicize qualified units.
Regarding the "underground cosmetic surgery" activities, Mr. Tang Chi Thuong said that it is time to have more drastic solutions with closer and more synchronous coordination between state management agencies.
The Department of Health calls on people to consult licensed facilities and refer to the Department's quality assessment results for clinics and cosmetic hospitals to choose when needed.
The Department of Health has expanded channels to receive feedback from people through the Department of Health hotline (0967.771.010, 0989.401.155) or the "Online Health" application on smartphones.
The Department also recommends that the Ho Chi Minh City Police need to have more solutions to help strengthen management and promptly prevent illegal cosmetic activities at hotels, motels, residential areas, etc. At the same time, it recommends that the Ho Chi Minh City Police soon introduce the software for declaring residence according to the provisions of the Law on Residence (ASM software) at hotels, rental apartments, etc.
