Therefore, in addition to removing some obstacles and overcoming difficulties in facilities and teachers, localities have come up with many solutions to be implemented from the new school year.
Localities are ready to prepare schools and teachers to implement 2-session teaching/day at primary and secondary schools from the 2025-2026 school year.

Using surplus facilities after province merger as classrooms
Quang Binh : Mr. Ho Thanh Hai, Head of the Department of Education and Training of Dong Hoi City, said that primary schools have been organizing 2 sessions/day for a long time. Continuing to implement 2 sessions/day in the 2025-2026 school year is not a problem. However, according to Mr. Hai, currently, there is no middle school in Dong Hoi City that organizes 2 sessions/day, so if implemented, there will be 2 difficulties: facilities and lack of teachers... However, Mr. Hai also said that he will start implementing it, even though it is difficult.
Quang Tri : According to Ms. Le Thi Huong, Director of the Department of Education and Training, the province's secondary school level has many favorable factors to effectively implement 2-session teaching/day. However, one difficulty is the lack of classrooms. According to Ms. Huong, the province is implementing a project to expand boarding and semi-boarding schools, especially in mountainous areas, which is an advantage for implementing 2-session teaching/day. "Recently, the province has implemented very well the project to expand boarding and semi-boarding schools. With this spirit, the scale will be expanded when supported by policies and free of charge," Ms. Huong said.
Quang Nam : According to Thanh Nien reporters, in many localities, primary and secondary school students have been studying 2 sessions/day. Ms. Tran Thanh Hoa, Vice Principal of Nguyen Trai Secondary School (in Ai Nghia Town, Dai Loc District), said that the school has applied 2 sessions/day teaching since the 2020-2021 school year. Meanwhile, Mr. Le Cong Thong, Principal of Nguyen Du Secondary School (Tam Ky City), said that the school has not yet applied 2 sessions/day teaching and learning. However, Mr. Thong said: "This is a major policy, so we will probably re-evaluate everything, what can be done will be done, what cannot be done will be done step by step".
Da Nang: 100% of primary school students study 2 sessions/day, while most secondary schools currently only teach 1 session/day. Ms. Nguyen Thi Minh, Principal of Ly Thuong Kiet Secondary School (Hai Chau District), said that if students study 2 sessions/day, the biggest problem that most secondary schools face is the facilities. Talking to Thanh Nien , Mr. Nguyen Duc Tu Anh, Head of the Department of Education and Training of Hai Chau District, said that currently, secondary schools in the center of Da Nang City do not have enough classrooms to implement teaching 2 sessions/day. However, Mr. Tu Anh said that he will take advantage of the office buildings of the administrative agencies at the ward and commune levels that will be merged to repair them into classrooms. "Only by taking advantage of the surplus facilities after the merger can we quickly organize teaching 2 sessions/day in the following school year, and also avoid the administrative headquarters being abandoned and wasteful," Mr. Tu Anh emphasized.

Urgently review schools and facilities
Ba Ria-Vung Tau: Ms. Tran Thi Ngoc Chau, Director of the Department of Education and Training, affirmed that schools in the province have enough facilities and human resources for students to study 2 sessions/day. Ms. Chau said that since 2018, the locality has organized primary, secondary and high schools to teach 2 sessions/day, in order to promote students' comprehensive capacity. However, because the program is not yet mandatory, many schools have not implemented it.
Mr. Nguyen Hoang Anh Dat, Head of the Department of Education and Training of Xuyen Moc District, said that for many years, primary and secondary schools in the district have organized 2 sessions/day, with boarding (secondary schools do not have boarding). In Chau Duc District, the leader of the Department of Education and Training said that the whole district has only 2 primary schools with boarding in Ngai Giao Town, where the students are mainly children of workers in industrial parks.
Dong Nai: Ms. Truong Thi Kim Hue, Director of the provincial Department of Education and Training, said that for many years now, most localities have had enough schools and teachers to organize 2 sessions per day. Currently, the Departments of Education and Training are urgently reviewing schools, facilities and teaching staff to develop a project to implement 2 sessions per day from the next school year.
Speaking to Thanh Nien reporters, leaders of some education and training departments said that there are still some secondary schools that do not have enough classrooms and teachers. "Currently, Bien Hoa City only has 50% of schools organizing 2 sessions/day due to lack of teachers and classrooms," said Ms. Luu Thi Hang, Head of Bien Hoa City's Education and Training Department. To meet the need for 2 sessions/day, Bien Hoa City is actively reviewing and promoting projects to build new schools and recruit more teachers. In the immediate future, we will be flexible by studying and organizing 2 sessions/day in rotation for grades for schools that do not meet the requirements.
Binh Duong: According to the review of the Department of Education and Training, the rate of primary school students studying 2 sessions/day is 91.33%, secondary school students have 46/88 schools; high school students have 12/30 schools. Through the survey, the Department of Education and Training said that the demand for students to study 2 sessions/day at all levels in the province is quite large. However, these places are lacking in facilities. The Department of Education and Training of Binh Duong also wants to organize 2 sessions/day at schools to unify management work, so it will review facilities to implement it at all levels.

Lack of classrooms and teachers but ready to deploy
Binh Dinh: Currently, some schools are lacking teachers, facilities, and equipment, so they have not yet implemented synchronous teaching of 2 sessions/day. Currently, the provincial Department of Education and Training is still waiting for specific instructions from the Provincial People's Committee, then will review facilities and teachers to implement the policy. Ms. Nguyen Thi Thanh Ha, Principal of Ngo May Secondary School (Quy Nhon City), said that she strongly supports the policy of teaching 2 sessions/day.
According to Mr. Truong Dinh Phuong, Deputy Head of the Department of Education and Training of An Nhon Town, the most difficult thing is the facilities and he hopes that all levels will pay attention and create favorable conditions.
Mr. Nguyen Dinh Hung, Acting Director of the Department of Education and Training, said: "The provincial Department of Education and Training will review and evaluate facilities and teachers to soon implement two-session teaching per day for primary and secondary schools in the area."
Quang Ngai: According to the provincial Department of Education and Training, although the primary level has not yet ensured 100% of teaching 2 sessions/day due to lack of classrooms, teachers... the locality is ready to implement. As for the high school and middle school levels, due to lack of guidance documents, the province has not implemented it in recent years. Currently, the province ensures the material conditions and teaching staff to teach 2 sessions/day at about 60%.
Mr. Nguyen Ngoc Thai, Director of the provincial Department of Education and Training, said that through surveys, parents are very supportive and agree to study 2 sessions/day. Currently, Quang Ngai province has basically met the requirement of teaching 2 sessions/day, but the biggest concern is the lack of teachers. "There is currently a conflict in the mechanism of teacher staffing: The assigned staffing is "rigid", while the staffing required to teach 2 sessions/day requires more. These two are "bottlenecks" that have not been resolved," said Mr. Thai.
Phu Yen: Mr. Tran Khac Le, Director of the provincial Department of Education and Training, said: "For primary school level, the current rate of students studying 2 sessions/day is 25.8%. At secondary school level, the department encourages students to study more sessions if they meet the requirements of facilities and teaching staff". According to information from the Department of Education and Training, the difficulty in implementing 2 sessions/day for secondary school level is the lack of facilities and teachers.
Sharing with Thanh Nien reporter, Mr. Tran Ngoc Dung, Principal of Vo Nguyen Giap Secondary and High School (Song Cau Town), said that the school currently has nearly 400 students while there are only 10 classrooms. To meet the teaching needs of 2 sessions/day for the secondary school level, the school needs at least 14 classrooms. In addition, the school is also seriously lacking teachers.

Mekong Delta: Building new classrooms and recruiting teachers
Many schools in the Mekong Delta provinces and cities organize two sessions per day for primary and secondary school students. However, due to the difficulties in facilities and teaching staff, each place has its own style.
Can Tho: Mr. Tran Thanh Binh, Director of the Department of Education and Training of Can Tho City, said that with the current facilities, in the 2025-2026 school year, the city will continue to ensure 2-session teaching/day for primary school students. For secondary school students, in the 2024-2025 school year, the ratio of 0.7 rooms/classroom will be achieved, with no school organizing 2-session teaching/day. In preparation for the 2025-2026 school year, the Department of Education and Training has requested units to review the conditions of facilities and personnel to serve the organization of 2-session teaching/day.
Vinh Long: Information from the Department of Education and Training shows that the province currently has 133 primary schools teaching 2 sessions/day. Schools often use classrooms, libraries, and functional rooms for students to take a nap. Mr. Truong Thanh Cong, Principal of Nguyen Hue Primary School (Ward 1, Vinh Long City), said that the school has just been newly built on an area of about 12,000 m2 . This is the largest school in the province, equipped with classrooms and functional rooms almost fully according to regulations.
Hau Giang: Ms. Tran Thi Huyen, Director of the Department of Education and Training, said that in the 2024-2025 school year, 100% of primary schools and about 91% of secondary schools in the province will implement 2-session teaching/day. However, the organization is not yet synchronous. Entering the 2025-2026 school year, Hau Giang will continue to implement 2-session teaching/day for schools with conditions.
Dong Thap: Ms. Nguyen Thuy Ha, Director of the Department of Education and Training, said that the department is directing specialized units to report on plans for conditions and facilities for primary and secondary school students to study 2 sessions/day in the 2025-2026 school year when specifically directed. According to Ms. Ha, although many solutions have been implemented, the province's English and IT teachers are still lacking, not ensuring the required quantity and ratio; teaching equipment and subject classrooms have not met the needs well. The education sector has coordinated with the People's Committees of districts to organize the construction of new, repaired, and renovated classrooms, functional rooms, kitchens, toilets, clean water facilities, and purchased additional teaching equipment that is lacking, focusing on disadvantaged areas and border areas.
Ca Mau: Currently, all 209 primary schools in the province are implementing 2-session teaching per day. At the secondary school level, some units have implemented it but still lack functional rooms and teachers. "At the secondary school level, schools currently only meet about 60% of the demand for 2-session teaching per day," informed Mr. Le Hoang Du, Deputy Director of the Department of Education and Training.
Mr. Du said the province is focusing all its efforts on synchronizing the quality of education among regions. From the 2025-2026 school year, all primary and secondary school students will study two sessions per day. This is considered an important milestone in the process of raising educational standards, especially in difficult areas such as remote and coastal areas.
The Ca Mau education sector has also proposed that the provincial People's Committee invest in building more than 300 new classrooms and recruiting at least 500 additional primary and secondary school teachers in the coming time. At the same time, the Department has developed a socialization plan, calling on businesses and the community to participate in renovating boarding areas, toilets, and libraries - essential items to sustainably maintain the quality of teaching and learning with 2 sessions per day.
According to Mr. Le Hoang Du, organizing 2 sessions/day not only meets the requirements of study time but also reduces the pressure of extra classes. At the same time, it creates conditions for equal access between urban and rural students in experiential, skill and practice activities.

Hope the Ministry of Education and Training will soon have specific instructions.
Mr. Tran Si Thanh, Deputy Director of Dak Nong Department of Education and Training, said that teaching two sessions a day in high schools aims to improve the quality of education; enhance education on life values and life skills for students; and limit the situation of illegal extra teaching and learning.
Mr. Thanh said that the Ministry of Education and Training previously issued Official Dispatch No. 7291/BGDĐT-GDTrH dated November 1, 2010. In 2010, secondary education institutions were implementing the 2006 General Education Program. From the 2021-2022 school year to present, secondary education institutions have implemented the 2018 General Education Program. Therefore, the guidance on teaching 2 sessions/day for secondary schools according to the above official dispatch has many points that are no longer suitable. Therefore, it is necessary for the Ministry of Education and Training to develop and issue instructions on teaching 2 sessions/day for secondary schools. The Department hopes that the Ministry of Education and Training will provide specific instructions on the duration of teaching 2 sessions/day for each level and the budget for implementation.
According to Mr. Thanh, ethnic minority boarding and semi-boarding schools have basic facilities to meet the needs of students. About 80% of secondary and high schools in the province have facilities to meet the needs of teaching 2 sessions/day.
