The Government issued Decree 238/2025 regulating policies on tuition fees, exemptions, reductions, tuition support, support for learning costs and service prices in the field of education and training. In particular, it details 14 groups of students who are exempt from tuition fees (See: Here). In addition, some other groups are reduced by 50-70% (See: Here).
In addition, the Government also stipulates the subjects eligible for tuition support including:
- Preschool children, general education students, and students of general education programs (students studying regular secondary education programs and students studying regular high school education programs) in non-public and private educational institutions in the national education system.
- Postgraduate students with master's, doctoral, level I specialist, level II specialist, resident physician specializing in psychiatry, pathology, forensic medicine, forensic psychiatry, infectious diseases and emergency resuscitation at private educational institutions in the health sector.
Thus, students of public and private schools also receive tuition support.

Also according to the Decree, the State directly provides tuition exemption, reduction, and tuition support for groups eligible for tuition exemption, reduction, and support studying in non-public and private educational institutions in the national education system as follows:
- The level of tuition support for students at private preschools, private general education institutions, and private educational institutions implementing general education programs is prescribed by the People's Councils of provinces and centrally-run cities according to the Government's tuition framework but does not exceed the tuition fees of private and non-public institutions.
- The level of tuition exemption and reduction for students at vocational training institutions and private universities is based on the actual tuition fees of the training institution for each industry and major, but is not higher than the tuition fee ceiling of public vocational training institutions and universities that do not cover their regular expenses corresponding to each industry and major group as prescribed.
