Students go to school by motorbike and the passenger is not wearing a helmet |
Many people believe that if parents pay attention and are determined not to let their children use motorbikes to go to school, it will not lead to the students' mistakes. Parents are the ones who directly shape, create habits, and raise their children's awareness when participating in traffic.
The Road Traffic Law stipulates that people aged 16 and over are allowed to drive motorbikes with a cylinder capacity of less than 50cm3; people aged 18 and over are allowed to drive two-wheeled motorbikes with a cylinder capacity of 50cm3 or more. Drivers participating in traffic must have a driver's license appropriate to the type of vehicle they are allowed to drive...
Thus, regardless of the level of education, students under 18 years old are not allowed to drive motorcycles with a cylinder capacity of over 50cm3. If parents or vehicle owners hand over the vehicle to someone who is not qualified to drive, this act will be subject to administrative penalties. Many families have parents who know that their children are not old enough to drive motorcycles over 50cm3, but still hand over the vehicle to their children...
Pointing to the motorbike, Mr. Tran Van D, residing in Phu Thuong ward (Hue city) said: “This is the motorbike that my eldest child left at home after finishing university and working in Ho Chi Minh city. Now, the youngest child is in 10th grade, the family gave this motorbike to him to go to school. In the past few days, knowing that the police force is making a big deal about students driving motorbikes to school against regulations, my family just realized that giving the motorbike to my child was wrong.”
In the story, many people believe that adults should not buy cars and give them to their children for their own convenience or blame their family circumstances when they do not meet the legal regulations on traffic. This not only affects the health and life of their children, but also the health and life of others.
Lieutenant Colonel Nguyen Hoang Vu, Head of the Traffic Police - Order Team of Hue City Police, said that in bad situations, if unfortunately a student causes a fatal accident, the parents can be prosecuted under Article 264 of the Penal Code for the crime of "allowing an unqualified person to drive a vehicle to participate in road traffic". In addition, the parents must also compensate the victim for civil liability.
Through observation, we have noticed that there are many cases where parents know that it is against the law, but still deliberately let their children use motorbikes to go to school. “Nowadays, buying a motorbike for a child to go to school costs tens of millions of dong. Oh well, let's just calculate, and take it day by day,” said Ms. Nguyen Thi H, residing in Phu Duong commune (Hue city).
Currently, Hue City Police have launched a campaign to increase the handling of students who violate the Road Traffic Law. In particular, focusing on violations such as driving a vehicle with a cylinder capacity of 50cm3 or more under the age limit; not wearing a helmet and carrying more people than the prescribed limit...
It is worth mentioning that parents know that their children are not old enough, but still let them drive. Besides the violation of being underage to drive a motorbike with a cylinder capacity of 50cm3 or more, many children violate the law by not wearing a helmet and carrying more passengers than the prescribed number, which can cause serious traffic accidents.
At the beginning of the new school year, Hue City Police and local police units have coordinated with schools to organize propaganda on the Road Traffic Law for students. Schools also strictly prohibit students from using motorbikes with a cylinder capacity of 50cm3 or more to school.
However, students still violate traffic laws. Many students avoid it by parking their bikes outside or hiding them in alleys before entering school.
The situation of middle and high school students going to school by electric motorbikes, motorbikes, and scooters without helmets, driving side by side, speeding, recklessly overtaking, weaving, not obeying traffic lights, pushing and pulling other vehicles, driving without a driver's license... occurs continuously.
In the coming time, in addition to propaganda and commitment, the police force of the whole province will strictly handle students who intentionally violate the Road Traffic Law according to the provisions of the law. Each family needs to discuss to arrange work schedules and means of transportation for their children to go to school appropriately. In places where it is convenient to travel by bus, students can take the bus or the school shuttle.
In the 11 months of 2023, the provincial police force detected and punished nearly 800 cases of young people, teenagers, and students violating the Road Traffic Law; temporarily impounded 700 motorbikes. It is worth mentioning that many students, although having been fined by the authorities, continued to violate the law. |
