Here, the delegation visited the Nguyen Ai Quoc Party School relic in Luong Village (Binh Thanh Commune, Dinh Hoa District), the predecessor of the Ho Chi Minh National Academy of Politics . In 1949, the Central Party School became a regular cadre training school, named after Nguyen Ai Quoc and built in the Viet Bac resistance base area.

While building the necessary staff and facilities, and opening classes to train cadres, in 1949, Nguyen Ai Quoc Party School (now Ho Chi Minh National Academy of Politics) opened two courses at the School's first facility in Lang Luong, Quang Nap Commune (now Binh Thanh Commune, Dinh Hoa District): Course I (February 1949) with 40 students; Course II (September 1949) with 175 students. President Ho Chi Minh visited on the first day of class II and spoke to the class. He wrote on the first page of the School's Golden Book the following extremely valuable teachings:
"Learn to work,
to be human,
be a staff
Learn to serve the community,
serve the class and the people,
serve the country and humanity.
To achieve the goal, one must be diligent, thrifty, honest, upright, fair and impartial .

Along with the incense offering activity to President Ho Chi Minh and the souls of revolutionary soldiers, the Delegation presented 5 gifts to representatives of 5 disadvantaged families (2 households in Binh Thanh commune, 1 household in Trung Hoi commune, 1 household in Phu Dinh commune (Thai Nguyen), 1 household in Ngu Lao commune, Hoa An district, Cao Bang province) with a total amount of 10 million VND.
