The country has more than 18,000 lawyers.
According to statistics from the Ministry of Justice , the number of lawyers in 2007 was 4,161 lawyers and by the end of 2023, this number had increased to 18,191 lawyers, an average increase of more than 1,000 lawyers/year.
At the conference “Educating lawyers on professional qualities in the lawyer training program at the Judicial Academy”, Director of the Department of Internal Affairs, Central Internal Affairs Commission Nguyen Quoc Vinh stated that lawyers play an important role in the construction of a socialist rule-of-law state in Vietnam, reflected in the legislative, executive and judicial fields.
The role and responsibility of lawyers are demonstrated through investment consulting activities to avoid disputes and risks in economic activities; legal struggles to protect sovereignty; struggles with hostile forces; propaganda of correct activities; moral cultivation, professional development to create trust among the people. "Therefore, training lawyers in association with improving the political and professional qualities of lawyers is a practical contribution to the cause of building and firmly protecting the socialist fatherland of Vietnam", Mr. Nguyen Quoc Vinh emphasized.
To fulfill their “mission” well, lawyers must be able to identify influential people, have sharp, steadfast, and thorny thinking, and be able to detect and report new problems and violations as soon as possible.
Looking at it that way, Mr. Nguyen Hieu, Department of Internal Political Security, Ministry of Public Security frankly pointed out that recently many lawyers have lost their political will, lacked professional courage, violated professional ethics, and even used their influence, image, and qualifications to counterbalance the Party and the government. “In the current context, we need lawyers like President Ho Chi Minh once said, “both red and professional,” Mr. Nguyen Hieu said.
Building an educational "ecosystem"
According to experts, the issue of professional political qualities of lawyers has been mentioned in the Constitution, the Law on Lawyers, and the Code of Ethics for Lawyers. Including this content in teaching must become the responsibility of law training institutions. Deputy Director of the Department of Judicial Support, Ministry of Justice Dang Kim Hoa pointed out: “The work of training lawyers must equip students with awareness of the political qualities of lawyers, requiring students to be aware of practicing political qualities throughout the learning process. At the same time, building students' ability to identify pressures and challenges from professional activities, and strengthening political qualities”.
Continuing this view, lawyer Hoang Van Huong, Hanoi Bar Association, said that education about traditional values and political courage is important at any level and in any field, but is especially important in lawyer training. “Here, tradition is patriotism, the humanity of the Vietnamese people, political courage, and professional courage are specifically expressed through the ethical style, demeanor, skills, and professional activities of lawyers.”
Citing the reality of lawyer training at the Judicial Academy, Director of the Academy, Dr. Nguyen Xuan Thu, said that the previous lawyer training program, especially the program newly developed by the School in 2022 - 2023, has basically identified the task of enhancing the cultivation and training of the political qualities of lawyers for learners. However, with the education of the political qualities of lawyers, the training program is only one factor.
“More importantly, more comprehensively, it is necessary to create an educational and vocational training environment capable of discovering, inspiring, nurturing, cultivating and training the political qualities of lawyers for learners as one of the basic professional qualities” - affirming this, Dr. Nguyen Xuan Thu believes that building and developing an environment for training and cultivating the political qualities of lawyers needs to focus on three core factors:
Firstly, strengthen the connection between theoretical exchange and sharing activities with practice, application and real-life experience.
Second, build, maintain and develop multi-level connections in the form and content of vocational education, not only during the vocational training stage.
Third, establish and maintain information channels, support and update political theory knowledge for learners, and warn against deviant manifestations, behaviors, and moral degradation and political mettle of lawyers.
“A strong political stance, clear professional ethics, compliance with the law, professional competence and high social responsibility are the solid foundation for lawyers to properly carry out their professional mission. That is also the goal of lawyer training,” emphasized Dr. Nguyen Xuan Thu.
Before the conference “Educating lawyers on professional qualities in the lawyer training program at the Judicial Academy”, the Judicial Academy organized a series of scientific seminars “Improving political qualities and professional ethics of lawyers in the current period” with the participation of thousands of students of the 25th lawyer training course in Hanoi and Ho Chi Minh City.
This is a task identified by the Judicial Academy as an important highlight of the 2024 working year - the year to promote the implementation of Party resolutions, especially Directive 33 and Conclusion No. 69-KL/TW of the Secretariat on strengthening the Party's leadership over the organization and activities of lawyers in building and developing the lawyer training program.
