63rd Conference of the Executive Committee of the Ha Long City Party Committee

On April 3rd, the Executive Committee of the Ha Long City Party Committee held its 63rd conference to discuss the situation and results of tasks performed in the first quarter; and the direction and key tasks for the second quarter of 2025. Comrade Vu Dai Thang, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, attended and directed the conference. Also present was Comrade Vu Quyet Tien, Deputy Secretary of the Provincial Party Committee.

In the first quarter of 2025, the City Party Committee and the Standing Committee of the Ha Long City Party Committee proactively and creatively anticipated and promptly grasped new ideas and directives to guide the synchronized and effective implementation of key tasks, ensuring timely progress and high efficiency.

The city has proactively implemented policies on reorganizing the administrative apparatus, improving the effectiveness and efficiency of the political system, promoting administrative reform, and enhancing the core role of Party committees and governments at all levels. Socio-economic development continues to progress positively. Production value is estimated at over 64,600 billion VND, an increase of 19.1% compared to the same period last year. Of this, the value of production in the service sector is estimated to increase by 28.7% compared to the same period last year. The city welcomed 2.2 million visitors, 110% compared to the same period last year, including 712,000 international visitors, 110.3% compared to the same period last year. Total revenue from tourism reached 6,273 billion VND, 142% compared to the same period last year. The value of production in the industrial and construction sectors increased by 14.7% compared to the same period last year. The Thanh Cong Viet Hung automobile factory in the area has commenced operations, expected to create a breakthrough in growth for the province and city. The value of agricultural, forestry, and fisheries production is estimated to increase by 16.9% compared to the same period last year. Budget revenue reached 932.7 billion VND, an increase of 7.5% compared to the same period last year.

Comrade Vu Dai Thang, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, delivered a speech at the conference.

Social welfare has been prioritized, and people's living standards have improved. National defense and security have been maintained. The city has focused on implementing solutions to ensure security and order, prevent crime, prevent fires and explosions, and conduct rescue operations, contributing to creating a stable and safe environment for socio- economic development.

Delivering a keynote address at the conference, Comrade Vu Dai Thang, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, emphasized that the socio-economic development results of the province in the first quarter of 2025 were very positive. Specifically, the economic growth rate is estimated at 10.91%, and total state budget revenue is 6% higher than the projected growth scenario. These results are significantly contributed to by Ha Long City, which serves as the central urban hub and development nucleus of the province.

Comrade Vu Thi Mai Anh, Standing Deputy Secretary of the City Party Committee and Chairwoman of the City People's Council, delivered the opening remarks at the conference.

The tasks for the second quarter are enormous and very important. The Provincial Party Secretary requested the city to continue focusing on Party building and strengthening the political system. In particular, this includes implementing the directives from the Central and Provincial authorities regarding the termination of district-level operations, the transition to a two-tiered local government model, and the reorganization of commune-level administrative units. At the same time, it is necessary to strengthen propaganda and mobilization efforts to create consensus among cadres, Party members, and the people.

The Provincial Party Secretary also requested that the members of the City Party Committee and the Standing Committee continue to uphold their exemplary roles and set a good example in the process of streamlining and reorganizing the administrative apparatus. At the same time, they should strengthen inspection and supervision of the performance of duties by officials, civil servants, and employees, preventing any negligence or omission of tasks. To facilitate the organization of Party congresses at all levels, the City Party Committee and the Standing Committee directed the implementation of preparations for the Party congresses of the merged commune-level administrative units. This ensures that congresses can be held immediately after the implementation of the new model from July 1, 2025.

Regarding socio-economic development tasks, the Provincial Party Secretary noted that the city should continue to focus on resolving difficulties and obstacles for non-budgetary investment projects, especially those related to land clearance and leveling, creating conditions to accelerate the progress of key projects of the province and the city. At the same time, it should accelerate the implementation of public investment projects. Furthermore, it should continue to focus on budget revenue collection, administrative reform, and the implementation of social welfare policies. Through these efforts, the city's Party Committee will ensure the completion of its goals for the 2020-2025 term.
