BTO-This morning, November 28, the Provincial Party Standing Committee convened the 28th Conference of the Provincial Party Executive Committee (term XIV) to assess the socio-economic situation, national defense - security and state budget revenue and expenditure in 2024, and directions and tasks for 2025.

Comrade Nguyen Hoai Anh - Alternate Member of the Party Central Committee - Secretary of the Provincial Party Committee delivered the opening speech at the conference.

2024 is the 4th year of implementing the 5-year Plan (2021 - 2025), a year of acceleration and breakthrough, of special significance in successfully implementing the goals of the 5-year socio-economic development plan (2021 - 2025). Therefore, in 2024, the socio-economic situation and state budget estimates of the province achieved some positive results. Accordingly, industrial production grew quite well, the industrial production index (IIP) in 2024 increased by 10.2% compared to 2023, with 9/16 main industrial production products increasing over the same period. The situation of overcoming shortcomings and limitations in combating IUU fishing according to the conclusion of the European Commission Inspection Delegation has initially achieved results. Tourism activities continued to flourish, welcoming 9.68 million visitors, reaching 101.36% of the plan, up 15.91% compared to 2023... In particular, the estimated state budget revenue in 2024 is 10,015 billion VND, exceeding 0.15% of the estimate assigned by the Provincial People's Council, of which revenue from import-export activities is 1,010 billion VND, exceeding 1.51%. In addition, the disbursement of public investment capital has been focused on and directed strongly since the beginning of the year; urging, reviewing, and removing difficulties and obstacles to promote the disbursement of public investment capital, especially key projects...

At the conference, delegates discussed, analyzed, and evaluated the shortcomings and limitations as well as proposed, recommended, and supplemented a number of specific tasks and solutions to achieve the targets of socio-economic development, national defense - security, and budget revenue and expenditure in 2025. In particular, delegates emphasized that the growth rate was low compared to the set target (GRDP in 2024 is estimated to increase by 7%, the target is to increase by 8 - 8.5%). Energy projects are slow to be put into operation, especially renewable energy projects.

In addition, the review and planning process is still slow; the progress of implementing key projects and works of the province has not met the requirements. The development of land price lists (to be implemented from August 1, 2024) and the difficulties and inadequacies in land acquisition, compensation, support, resettlement, and site clearance are slow to be resolved, affecting the progress of many projects and works, while reducing local budget revenue...

Concluding the conference, Secretary of the Provincial Party Committee Nguyen Hoai Anh emphasized: Despite many difficulties, the province's economy in 2024 has grown, with the total provincial domestic product (GRDP) increasing by 7% compared to 2023. In addition, the Provincial Party Committee and the Provincial People's Committee have focused on leading and directing the issuance of new regulations and policies under the province's authority; adjusting and approving plans on the basis of concretizing the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister. Budget collection is estimated to be completed compared to the set plan. Education and training activities have been maintained stably; a number of projects have been approved to implement the next steps of construction, repair of facilities, and investment in medical equipment. Administrative reform has also received attention and has gradually changed. National defense and security work was strengthened, with a high focus on organizing defense drills in the province and three district-level units. Political security and social order and safety were maintained...

Tourism in 2024 continues to flourish.

Regarding the direction and tasks for 2025, through discussion and comments from delegates, the Provincial Party Executive Committee basically agreed with the report of the Party Executive Committee of the Provincial People's Committee and the draft Resolution of the Provincial Party Executive Committee.

Regarding some key targets in 2025, the Provincial Party Standing Committee accepted and adjusted the budget revenue target to VND 10,400 billion, of which domestic revenue is VND 9,250 billion. In the second task (page 6) of the draft Resolution, it is added: “Remove obstacles, focus on completing the overall Project 920 in 2025. Information on land of organizations and enterprises that are managing and using it in the province's land database. Review, strictly manage, and effectively use headquarters and real estate managed by state management agencies. Research and update planning, auction unused assets to avoid waste”. Regarding the ninth task (page 7), it is accepted and added: “Research and promulgate the Project on developing the education and training sector to 2030”. Regarding the 10th task, add "Proactively prevent and respond to natural disasters and epidemics".

Thereby, the Provincial Party Secretary expressed his opinion that he would accept some specific tasks that the delegates discussed and commented on at the meeting, to complete the Resolution of the Provincial Party Committee, in order to effectively deploy the tasks in 2025.
